Summary

Join our team! The Finance and Business Operations Division (FBOD) is seeking a highly motivated candidate to join the County's new Labor Equity Team with the Business Development and Contract Compliance section.  This brand new position will provide project compliance and site monitoring for King County public works projects including Community Workforce Agreement covered projects that includes the County's Priority Hire Program, which is a labor equity program that prioritizes the hiring of underrepresented apprentices and journey level construction workers on King County Public Works projects. Underrepresented workers include residents living in economically distressed ZIP codes based on income, education and employment data.

Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:

  • Work with construction union representatives and County contractors/sub-contractors to ensure adherence to contract requirements and specifications, Community Workforce Agreement (CWA) requirements, Commercial Useful Function, and County policies;
  • Conduct interviews of jobsite workers and small contractors and record all findings in the County's Diversity Compliance Management System (DCMS);
  • Document findings, investigate issues, and provide on-site observations to include labor harmony, enforcement recommendations, and identifying and accessing risks on non-compliance;
  • Identify issues and minor disputes on project jobsites, determine when it is necessary to elevate issues and disputes and determine course of action when areas of non-compliance are identified;
  • Ensure field activities operate in accordance to requirements of site conditions and facilities, report findings or observations on any project that suggest non-compliance of safety protocol;
  • Build and maintain relationships with the Seattle-King County Building Trades Council, affiliated union(s) and the Northwest Construction Alliance II, as well as public agency stakeholders;
  • Complete pre-job conference paperwork and facilitate pre-job conference meetings with Contractors and labor representatives;
  • Attend meetings and trainings, including Project Administrative Committee Meetings, pre and post construction meetings and weekly progress meetings; to present information about the requirements and compliance with Workforce and subcontractor requirements;
  • Review contractor and subcontractor payroll reports and cross reference against worker and contractor interviews;
  • Support Contractors in using the County's web-based labor compliance software for reporting and monitoring compliance;
  • Review prevailing wage requirements and the ability to cross reference with collected data;
  • Ensure Contractor/subcontractor compliance with the Washington State Apprenticeship & Training Council Standards;
  • Conduct, develop and participate in outreach events to promote and inform the public, and contractors about the County's programs;
  • Perform other duties as assigned.

Competitive Candidates will have: (Minimum Qualifications)
  • Experience performing construction site monitoring and/or investigative/compliance interviews;
  • Demonstrated knowledge of prevailing wage laws and its applicability to workers' wages on public works construction project sites;
  • Demonstrated skill in monitoring construction sites for compliance with health and safety requirements;
  • Ability to deal tactfully, work collaboratively, and build consensus with diverse groups and individuals including construction trades unions, residents, Contractors, Subcontractors, workers on the project site, representatives of public agencies, the public, and community groups;
  • Experience working with workforce industry partners, including apprenticeships and/or pre-apprenticeships programs in either the recruitment, placement or the retention of individuals into the construction trades industry with a focus on underrepresented populations;
  • Demonstrated knowledge of the conditions and applicability of a Project Labor Agreement and/or Community Workforce Agreement including but not limited to the management of the grievance process, no strike/no lockout procedures, trade jurisdictional procedures;
  • Knowledge of the Washington State Apprenticeship and Training Council Standards for construction apprenticeship programs and familiarity with the scope of each trade;
  • Experience working with construction workers, including apprentices and union construction workers on a construction job site;
  • Ability to communicate with others clearly and effectively and have excellent oral and written skills;
  • Are able to manage conflict effectively and maintain effective working relationships;
  • Ability to work independently and with minimal supervision.

Desirable Qualifications:
  • A bachelor's degree in Public Administration, Construction, Business, Social Sciences, or equivalent field or Journey Level certification
  • Three to five years of demonstrated professional experience conducting grievance handling, construction site monitoring, investigative/compliance interviews and/or working under a Community Workforce Agreement

Physical Requirements: This position requires the ability to conduct physical site inspections and interviews on noisy active construction sites under a variety of weather conditions.

Work Environment: 
  • Work in the field may require climbing ladders and scaffolds at various heights; walking on uneven terrain; steep slopes; rocky, and rough ground.
  • Field conditions include brushy, forested environments; rivers, streams and wetlands; and slippery, uneven surfaces and dynamic conditions in the outdoors.
  • Work may be conducted around heavy equipment and other potentially dangerous activities associated with construction sites.
  • Work may be performed in the field for extended periods of time and performed under unfavorable weather conditions.
  • Work may be performed in traffic environment during hours of daylight and darkness.

Supplemental Information:
In order to accept this position, the successful candidate must have and maintain a valid Washington State driver's license.  This position will require frequent travel in a County vehicle throughout King County in all weather conditions.

Project Program Manager I classification is non-exempt from the provisions of the Fair Labor Standards Act, and is eligible for overtime pay. Typical work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m. but requires a flexible work schedule on an intermittent basis as assigned or agreed to by management. The selected employee must have the ability to work weekends, early mornings, late evenings, and other varying schedules to fulfill the needs of this position.

This position is represented by Teamsters Local 117 - Professional & Technical and Administrative Employees Unit.
