Summary

This position is located in the Office of the Chief Information Officer (OCIO). The primary responsibilities of this position is problem solving, maintaining policies and program development activities.

Responsibilities

Serves as the Executive Officer to the NASA Chief Information Officer (CIO), while advising on the implications and feasibility of program plans, proposals and recommendations for the Office of Chief Information Officer (OCIO).

Develops and implements management policies, practices and procedures.

Provides oversight direction and leadership for a broad spectrum of administrative and management issues.

Identifies and solves needs, requirements, problems, developments and trends to plan new efforts and integrate with programs and priorities.

Supports senior CIO management in various aspects of the organization to ensure continued efficient and effective operations.

Serves as a liaison in coordinating the CIO's objectives with NASA international partners, centers, other federal agencies, state/local governments, colleges, universities, and private organizations.

Independently handles complex issues and provides authoritative guidance.

Represents the CIO/DCIO in classified briefings, committee meetings, working groups, and other senior level engagements.

Manages the OCIO audit program and abstracts and agreements process.

Qualifications

Applicant must also have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience to qualify at the GS-15 grade level is defined as:

1) Develops and implements policies, procedures, processes and methods for organizational programs.

2) Establishes methods and/or studies for measuring efficiency of programs and operations; and

3) Tasks, coordinates and develops high level briefings, strategic plans, and inter/intra government conferences.

Additional information

Current Federal employees must meet time in grade and three months after competitive appointment restrictions by the closing date of the announcement.

The full performance level is GS-15.
