Summary

This position is located in the Bureau of International Labor Affairs (ILAB), Office of Trade and Labor Affairs (OTLA), Division of Technical Assistance and Cooperation (TAC). TAC funds and oversees technical assistance projects that build the capacity of governments, workers, and employers to improve respect for worker rights.

This position is inside the Bargaining Unit.

Responsibilities

Major duties for this position include but are not limited to, the following:

Develops and maintains an understanding of various labor, employment, and livelihoods initiatives, programs, and interventions (e.g., labor inspections, labor-management relations, social insurance schemes, labor administration, job skills training, train-the-trainer pedagogies) designed to advance workers' rights, working conditions, and livelihoods.

Systematically evaluates the performance of DOL/ILAB/OTLA technical assistance, engagement, remediation, negotiating, and other strategies, and plans and uses evaluation findings and recommendations to make appropriate adjustments to plans to ensure achievement of the office’s intended objectives.

Develops and evaluates analyses of office issues and initiatives through study and monitoring of relevant legislations, bills, and proposed legislation regarding existing policy and standards, pertinent International Labor Organization (ILO) and other international organizations' standards and decisions, overseas developments, reports, cables, and other relevant documents, books, articles, as well as discussions with foreign and U.S. officials, academic experts, trade union leaders, human rights and other non-governmental representatives, and business officials.

Prepares a variety of written communication products, including but not limited to reports, papers, written presentations, briefing books, memos, letters, proposals, background papers, and Congressionally-mandated reports for the Secretary, Deputy Secretary, Deputy Undersecretary, and others as directed. Reviews, edits, provides comments on, and/or contributes materials for written documents prepared by others.

Reviews and provides comments on other stakeholders' written documents, policy positions, etc. to ensure that DOL/ILAB/OTLA equities are well represented.

Prepares a variety of oral communication products, including but not limited to talking points, oral presentations, oral briefings, and speeches for the Secretary, Deputy Secretary, Deputy Undersecretary, and others as directed. Reviews, edits, provides comments on, and/or contributes materials for oral presentations prepared by others.

Travel Required

Occasional travel - 2-3 times per year.

Qualifications

Basic Requirement:

Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

OR

Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.

OR

Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

Specialized Experience : In addition to meeting the basic requirements listed above, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

To qualify at the GS-12 level – Applicants must possess 52 weeks of specialized experience equivalent to the GS-11 grade level. Specialized experience is defined as experience assisting with evaluating the performance of labor, employment, livelihoods, humanitarian, human rights, or other international development initiatives.

To qualify at the GS-13 level - Applicants must possess 52 weeks of specialized experience equivalent to the GS-12 grade level. Specialized experience is defined as experience evaluating the performance of labor, employment, livelihoods, humanitarian, human rights, or other international development initiative and independently administering program resources, including records management and tracking, monitoring, and preparing a wide variety of data, reports, and other documents or materials.
