The Office of Emergency Management (OEM) works to mitigate, plan, and prepare for emergencies; educate the public about preparedness; coordinate emergency response and recovery efforts; and develop tools and identify resources to support the overall preparedness of the City of Philadelphia.

Job Description

OEM is seeking a Hazard Planning Coordinator to support the development and implementation of a comprehensive hazard mitigation program in the City of Philadelphia.  Mitigation planning is an essential component of hazard reduction and emergency management. Candidates should possess a strong desire to work in a team-oriented, fast paced, flexible, professional public-safety environment, and a willingness to serve the public in the sixth largest city in the nation. The ideal candidate is self-motivated, inquisitive, and adept at working with diverse groups.

The candidate will work in consultation with federal, state, regional, and local partners to develop, update, and implement the City of Philadelphia Hazard Mitigation Plan.  Main lines of efforts will include the following:

  1. Overall project coordination and content development for the City of Philadelphia Hazard Mitigation 2022 plan update;
  2. Coordination and alignment of hazard mitigation planning efforts with other City, regional, state and federal resiliency plans and programs;  
  3. Tracking and documentation of the City’s progress against the goals and strategies outlined in the Hazard Mitigation Plan;
  4. Research, identification, and coordination of funding opportunities to support the goals and objectives in the City’s Hazard Mitigation Plan through programs such as the Hazard Mitigation Grant Program (HMGP); and
  5. Support of Philadelphia emergency incident responses.

Essential Functions

Under the direction of the Infrastructure Program Manager, the Hazard Planning Coordinator is responsible for a range of activities including, but not limited to, the activities below:

  • Coordinate the 2022 update of the City of Philadelphia Hazard Mitigation Plan, from plan development to formal adoption by the local government.
  • Conduct mitigation planning, including developing multi-hazard risk assessments, and related mapping products.
  • Track and document the City’s progress against the goals and strategies outlined in the Hazard Mitigation Plan.
  • Coordinate and facilitate focused interagency planning meetings to develop goals, objectives, and content for the 2022 plan.
  • In addition, participate on various City and regional work groups to align, develop, and implement a citywide hazard mitigation program.
  • In consultation with OEM Public Engagement staff, develop and implement public engagement efforts related to the Hazard Mitigation plan update, including public engagement workshops, and enhancing existing web content on hazard mitigation.
  • Work with partner agencies to identify and potentially pursue funding opportunities related to hazard mitigation.
  • Provide technical support to the regional Threat and Hazard Identification and Risk Assessment (THIRA) process.
  • Develop and maintain familiarity with all relevant local, State, and Federal policies, regulations, and laws.
  • Support the review and update of related hazard-based plans, such as severe weather and winter weather plans.
  • Serve on an OEM on-call team responsible for responding to incidents on nights, weekends, holidays, and for extended hours as needed.
  • Perform other work as required.

Qualifications and Requirements

Education and Experience

  • Completion of a bachelor’s degree in a related field from an accredited college; Master’s degree preferred.
  • Experience working within an emergency management or other public safety organization is preferred.
  • Familiarity with the City of Philadelphia is preferred.
  • Experience with hazard mitigation planning is preferred.
  • Familiarity with the 2018 Disaster Recovery Reform Act is preferred.
  • Experience conducting multi-hazard risk assessments, Strength – Weakness – Opportunities – Threats (SWOT) analysis, and other similar efforts is preferred.
  • Experience interpreting and executing federal and state guidance is preferred.
  • Experience coordinating large groups in collaborative, long-term, and recurring efforts is preferred.
  • An equivalent combination of education and experience in a related field will be considered with approval by OEM and the Office of Human Resources.

Licenses, Registrations, and Certification

  • Possession of a valid proper class motor vehicle operator’s license issued by the Commonwealth of Pennsylvania within six months of hire.
  • Successful completion of FEMA Independent Study courses (IS 100.a, 200.a, 700.a, and 800.b) within first month of appointment.
  • Candidate will have access to secure public safety information.  All selected applicants must undergo and successfully complete a background investigation as a condition of placement in this position.

Other requirements

  • OEM personnel will be required to serve in an on-call capacity to work during non-business hours for extended periods of time in a field environment and during activations of Philadelphia’s Emergency Operations Center (EOC). 
  • Full-time residency within the City of Philadelphia geographic boundaries is required within six months of hire.  There are no exceptions to this policy.
  • Ability to physically perform the duties during and outside of normal business hours.

Salary: $62,500
