A ticket issued through Montgomery County’s automated traffic enforcement program is a civil violation similar to a parking violation. You may pay the fine, which is an admission of guilt, or you may request a hearing. According to Maryland State law, the registered vehicle owner is responsible for the citation. You have the option of paying safe speed camers tickets four different ways: online, by mail, by phone, or in person.

Mail the Safe Speed Ticket with check or money order made payable to  Montgomery County, MD. Write the citation number and license plate number on your check or money order to ensure proper credit. Returned checks are subject to electronic redeposit for the face amount and a fee of $35.00. DO NOT SEND CASH.

Speed Camera - How It Works

A vehicle passing one of the camera locations above the determined threshold speed will be the subject of a series of photographs taken to document the violation. The photographs will then be processed and the license plate will be reviewed to identify the registered owner. The owner will be sent the citation, which will include copies of the violation photos and the marked vehicle speed.

Request a Court Date

Request court date by mailing in the bottom portion of the citation to Automated Traffic Enforcement Unit at least five(5) days prior to the due date on citation.

If you want to request the speed monitoring system operator be present and testify at the hearing, you are required to submit a separate request in writing no later than twenty (20) days before your scheduled hearing date. Please include the citation number on your request. Send this correspondence in an envelope marked “ Operator Request” to: P.O. Box 10549, Rockville, MD 20849.

If you were not driving the vehicle

If you were not the driver, in order to prove that you were not operating the vehicle at the time of the violation, in addition to your testimony at trial, the law requires you to provide a letter to the District Court that states that the person named in the citation was not operating the vehicle at the time of the violation.

The letter must be:

  • Sworn to or affirmed by you and mailed by certified mail(receipt requested).
  • All corroborating evidence must be included in the letter.
  • Send your letter in an envelope marked “ SPEED CAMERA - NOT THE DRIVER” to: Montgomery County PO Box 10314, Gaithersburg, MD 20898-0314.

Section 21-809

All jurisdiction with photo speed programs shall designate an official or employee to investigate and respond to questions or concerns about that jurisdiction’s speed monitoring system program.

  1. The Local Designee shall review a citation if the person who received the citation request review before the deadline for contesting liability.
  2. If the Local Designee determines that the citation is an erroneous violation, the Local Designee shall void the citation.
  3. If the Local Designee determines that a person did not receive notice of a citation due to administrative error, the Local Des may resend the citation or void the citation.
  4. The Local Designee may not determine that a citation is an erroneous citation based solely on the dismissal of the citation by court.
  5. The Local Designee may not be employed by the contractor or have been involved in any review of the citation, other than review for this purpose.
  6. Upon receipt of a written request or concern from a person, the Local Designee shall provide a written answer or response within a timely manner.
