SALARY RANGE

$36.77 - $48.36 Hourly
$76,481.60 - $100,588.80 Annually

GENERAL DUTY STATEMENT:

Performs intermediate-level professional work to assist Saint Paul Police operations personnel in the identification of crime trends and the identification of criminal offenders and/or criminal networks. Identifies trends, patterns, series, hotspots, and investigative leads from a variety of sources. Analyzes tactical information to link offenders and crime information, providing investigative leads and timely intelligence to field units. Performs other related duties and responsibilities as assigned.


SUPERVISION RECEIVED:

Works under the technical supervision of a unit supervisor.


SUPERVISION EXERCISED:

May guide or orient lower-level support, technical, or professional staff.


TYPICAL DUTIES (EXAMPLES MAY NOT INCLUDE ALL DUTIES PERFORMED):

  1. Conducts tactical crime analyses, identifying current and historical crime patterns, assessing offender risk level, and identifying past and forecasting future patterns in criminal activity. Provides accurate, timely, and relevant analysis of crime patterns for investigative purposes.
  2. Compiles, manipulates, analyzes, and presents data to assist in proactive and targeted investigations, preventive enforcement and education, identification of criminal organizations, and identification of known and repeat offenders using a variety of resources including software and computer databases, electronic spreadsheets, geographic information systems, and statistical applications. Writes SQL statements.
  3. Prepares reports, tactical action plans, and presentations using maps, charts, crime bulletins, statistics, and graphs to inform department staff of past, present, and future crime patterns as well as other correlations and indicators to support the efforts of an investigation. Creates crime maps using geographic information systems (GIS).
  4. Provides case support including developing suspect leads, locating addresses, vehicles, and associates of known offenders; identifying suspects, victims, and associated cases; searching databases for relevant information; developing crime and calls for service bulletins.
  5. Analyzes and creates profiles of arrestees and known offender modus operandi and establishes timelines to perform suspect and crime correlation to provide suspect leads and targets for surveillance or directed patrol.
  6. Researches literature on methodology and police issues, and makes appropriate recommendations for improvements in crime analysis practices.
  7. Provides recommendations to administration and command staff regarding the use of analytical products for intelligence-led policing, preventive enforcement, and informed decision making.

REQUIREMENTS:

A Bachelor's Degree in Criminal Justice, Statistics, Research Methodology, Geographic Information Systems, Computer Science, Business, or a related field AND one year of law enforcement, military, government, or business intelligence experience related to the duties of the position.
