Job Description: The Department of Correction and Rehabilitation (DOCR) is seeking a highly skilled Correctional Records Coordinator to join their team. The successful incumbent will be capable of accurately interpreting complex state laws and DOCR policies to conduct in-depth research and analysis of offender's criminal histories. The individual in this position must exercise sound judgement and possess excellent attention to detail in order to accurately assess and process expungements of offender's criminal histories and records. The incumbent must be able to prioritize and handle multiple tasks in a stressful, fast paced environment. Work duties will include performing additional tasks to maintain operational needs, as well as providing occasional coverage within the Records Department. The individual in this position will work in collaboration with the various judicial court systems to ensure that DOCR maintains compliance to the Maryland State's mandates and expungement laws, to reduce the risks of litigation to the DOCR and to Montgomery County. Duties include: - Interpreting court commitments and release orders to ensure the lawful expungement of offender's criminal history case files and electronic records.
- Researching various criminal justice information systems (Case Search, IJIS, CJCMS, CRIMS, JMS, etc.), to resolve issues regarding the expungement of offender's criminal records.
- Maintaining inmate case files containing classification data, inmate conduct, confidential information, legal documents, etc.
- Retrieving and updating offender's data into the Criminal Justice Case Management System (CJCMS), Correction and Rehabilitation Information Management System (CRIMS), and other appropriate systems.
- Assimilating, analyzing, and disseminating information and data to appropriate agencies and parties.
- Interpreting the Annotated Code of MD Criminal Laws (federal, state, and local court laws), COMAR Regulations, Justice Reinvestment Act (JRA) and documents pertaining to the lawful confinement and expungement records of incarcerated individuals.
- Performing administrative, investigative, analytical, and technical duties directly related Records information, data collection and analysis regarding inmates' incarceration and expungement;
- Authorizing the release of inmates as appropriate, calculating inmates' sentences, maintaining inmates' population movements, and managing the accountability of inmates' daily counts;
- Analyzing and interpreting researched information accurately to determine actions to be taken, document problem cases, and make necessary recommendations to improve the expungement processes.
- Using various automated systems and software programs (IJIS, METERS, JIS, NCIC, JMS, CJCMS, CRIMS, Excel, Microsoft Word, etc.) to formulate reports.
Work Schedule: The work schedule is a set shift Monday through Friday, 09:30am to 6:00pm, under the bargaining unit job class. This position may require the incumbent to work some weekends, holidays, and/or overtime hours to provide operational coverage as deemed necessary. Prior to appointment, all applicants must successfully complete a comprehensive background investigation, medical history and drug/alcohol screen. Prior to a promotional appointment within DOCR, the selected individual must answer the Prison Rape Elimination Act (PREA) questions and submit to a criminal history to comply with the Prevention Planning on Hiring and Promotion Decisions (115.17, 115.117, 115.217, 115.317).
