All applicants will respond to a series of questions related to their education, relevant experience, knowledge, skills and abilities required to minimally perform the job. The applicant's responses in conjunction with his/her resume and all other information provided in the employment application process will be evaluated to determine the minimum qualification and preferred criteria status. Based on the results, the highest qualified applicants will be placed on an Eligible List and may be considered for an interview. Employees meeting minimum qualifications who are the same grade will be placed on Eligible List as a "Lateral Transfer" candidate and may be considered for interview.
Education: Possession of a Bachelor's degree from an accredited college or university.
Equivalency: Excess education may be substituted for required experience, but excess experience may not be substituted for the Bachelor's degree, as the educational requirement is stipulated by the Maryland State Training Commission.

CITIZENSHIP AND AGE:
Individuals appointed to this position must be at least twenty-one (21) years of age on the date of appointment, and be either a citizen of the United States or resident alien.
Candidate must successfully complete the Maryland Correctional Training Academy Entry-Level Program and possess a Certificate of successful completion within 12 months of hire. Must maintain and successfully complete additional State-mandated and Departmental Correctional training as required.
The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:
1. Experience providing re-entry services to a criminal involved population;
2. Experience providing case management services, counseling, supervision and therapeutic intervention to a criminal justice involved population;
3. Experience identifying and addressing the needs of a sentenced custodial correctional population;
4. Experience working with individuals with behavioral health needs;
5. Experience conducting group facilitation and counseling; and
6. Experience conducting intake interviews, substance abuse assessments and providing addiction counseling.

Based on the results of Preferred Criteria evaluation, applicants will be rated and placed on the Eligible List as either "Qualified" or "Well Qualified." The highest rated applicants will be placed on the Eligible List and may be considered for interview. Employees meeting minimum qualifications who are the same grade will be placed on Eligible List as a "Lateral Transfer" candidate and may be considered for interview. Note: In the event there are 10 or fewer minimally qualified candidates, all will be placed on the Eligible List as Qualified and Hiring Managers will be required to interview a minimum of five candidates. For "seniority" jobs (as shown in Article 8), resumes will be reviewed and rated by subject matter experts based on the Preferred Criteria.
