Do you have the Advanced version of ArcGIS 10.5? The Feature To Line is only available in the Advanced License per the link below.
https://desktop.arcgis.com/en/arcmap/10.5/tools/data-management-toolbox/feature-to-line.htm
Try the Flow Network Definition – Area Threshold and see if it works. The Peuker Douglas may only work if you have the ArcGIS Advanced License.
