The Community Engagement Cluster is seeking a Program Manager II to lead the Gilchrist Immigrant Resource Center’s programs and services. The position is located at the Gilchrist Immigrant Resource Center in Wheaton; however, the selected candidate will be required to regularly travel to other sites in Gaithersburg, Germantown and/or East County. The Gilchrist Immigrant Resource Center, part of the Office of Community Partnerships (OCP), is Montgomery County's welcome center for immigrants, providing information and referral services and other programs and services that support and help low-income immigrant residents succeed.
Working with a talented and dedicated group of staff, contractors, volunteers and other stakeholders, the Program Manager II will be responsible for the quality and success of the Gilchrist Center’s programs and services. This position has responsibility for strategizing the Gilchrist Center’s work, including leading the management team and orchestrating the operations; managing partnerships; implementing communications and outreach; acting as a subject matter expert on immigrant integration; and providing support to the OCP director by aligning the Gilchrist Center’s work with the mission of the OCP.
Reporting to the Director of the Office of Community Partnerships and as the lead member of the Center’s management team, the selected candidate will have responsibility for, but not limited to:
This position requires the ability to multi-task and prioritize responsibilities, pay attention to detail, work independently and collaboratively with staff, partners, contractors, and volunteers in a fast-paced environment, and communicate in a culturally sensitive manner with staff, volunteers and residents. Experience managing programs targeting low-income immigrant residents is a must.
This position requires the ability to work at more than one location, and the selected candidate must have the ability and flexibility to attend meetings or perform work at locations outside the office. Some evening and weekend work is required. During the COVID-19 emergency, the PMII will be allowed to telework.
Bi- or multi-lingual capability, especially speakers of the following languages: Vietnamese, Chinese, Korean, Amharic, French, Spanish are encouraged to apply. Ability to communicate in English in the professional environment is a must. If the candidate selected for this position possesses multilingual skills in the languages approved by the OHR’s Multilingual Certification Program (Vietnamese, Chinese, Korean, Amharic, French, Spanish, and/or sign language), and wishes to be certified as multilingual, they will be required to successfully pass an examination assessing oral communication, reading comprehension, and interpreting skills. For Advanced proficiency, the candidate must also pass an examination requiring translating text from the specific language to English and vice versa.

Experience: Five (5) years of professional experience in related organizational planning, implementation and management serving immigrant and/or low-income population.
Education: Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
