Need something else?

It's illegal to dump trash or debris of any type onto public or private property, such as:

  • Trash bags
  • Construction debris
  • Appliances

You can report:

  • Past dumping of material, no matter where it came from
  • Chronic dumping of material coming from a vehicle

Both the vehicle owner and driver are legally responsible for dumping. Fines for the vehicle owner range from $4,000 to $18,000.

Note that if you're a property owner or manager, you're responsible for the removal of small amounts of trash dumped on public sidewalks next to your property. You're responsible even if you filed a report. You may get a ticket for trash you should have cleared but didn't.

What You Can Report

You can request the removal of a large amount of trash or bulk items (enough to fill one bathtub) dumped on sidewalks or streets.

If you are reporting a dumped mattress or box spring, you don't have to cover it in a sealed plastic bag for collection. If a refrigerator or freezer is dumped with its door attached, please visit the Trash or Recycling Disposal Complaint page to report it.

What You Can’t Report

The Department of Sanitation (DSNY) doesn't remove items from private property, including community driveways and parking lots.

DSNY also doesn’t remove small amounts of trash or debris from public sidewalks. It is the property owner’s responsibility to remove small amounts of dumped items or trash.

If possible, include photos in your report.

You can report illegal dumping from a vehicle on public property that has happened repeatedly at the same location.

If a large amount of trash or dumped items are currently at the location, please also submit a Past Dumping complaint to request removal.

What You Need

Your report must include:

  • The vehicle's license plate number or ID number
  • Your contact information

It’s also helpful to provide:

  • A description of the vehicle
  • The date and time the material was dumped
  • The type and amount of material dumped

If possible, include photos in your report.

What Happens Next

DSNY will monitor the location within 3 to 7 business days and try to catch the person in action. The agency may also contact you to get more details about your complaint.

You can report electronics that were illegally dumped on a sidewalk.
