Background

The Environmental Health Director retired on March 29, 2019. In accordance with Resolution 18-27, no hiring of additional employees is allowed without approval of the Executive Committee and the Board of Health.

 

The Environmental Health Director is responsible for planning, organizing, directing, and administering the operations of multiple programs within the Environmental Health Division, as well as enforcing the federal, state, county, city, and district environmental health laws, regulations and codes (Exhibit A). The position is budgeted at $160,805 (salary plus benefits).

 

There are two options for recruitment:

 

  1. Hire a recruiting firm to conduct an executive recruitment.

    1. Karras Consulting – Based in Olympia. The expected timeline to conduct a recruitment would be 90 to 120 days. They guarantee a one-year placement, which means that if the candidate resigns or terminates at the option of the District, the firm would recruit for the role at no additional cost. Their cost is 25% of the top of the salary range plus an advertising cost no less than $1,500, which for this position is $33,469. There would be additional cost for travel expenses if we interview a candidate who lives outside the area.

    2. Prothman – Based in Issaquah. The expected timeline to conduct a recruitment would be 10 weeks. They also guarantee a one-year placement, which means that if the candidate resigns or terminates at the option of the District, the firm would recruit for the role at no additional cost. Their cost is $17,500 plus other expenses of $4,725 (advertising, interview materials, consultant travel, and background check). There would be additional cost for travel expenses if we interview a candidate who lives outside the area.

    3. CPS HR Consulting –Based in Sacramento, CA. They also guarantee a one-year placement, which means that if the candidate resigns or terminates at the option of the District, the firm would recruit for the role at no additional cost. They propose a timeline of 14-16 weeks between initial meeting and position appointment. They offer both a full or partial recruitment with total prices of $25,000 and $19,000, respectively.

  2. The District’s Human Resources staff conduct the recruitment.

    1. HR currently posts openings with governmentjobs.com in connection with our NeoGov subscription. Currently we post to multiple sites for free; for example, LinkedIn, University of Washington School of Public Health, Washington State Environmental Health Association, and Association of Washington Cities. We would suggest posting to National Association of County & City Health Officials (NACCHO), which would cost $600 to $1,000, and the National Environmental Health Association (NEHA) at no cost. HR would work with our graphics designer to develop a flyer such as the one in Exhibit B to advertise the opening.

 

The Executive Committee directed staff to begin national recruitment using internal processes. Chair Wright noted that if the internal process doesn’t net a good candidate pool, we can opt for using an external recruitment firm at a later date.

 
Board Authority

In accordance Resolution 18-27, no hiring of additional employees is allowed without approval of the Executive Committee and the Board of Health.

 
Recommended Motion

MOVE TO authorize the Administrator to approve recruitment of a 1.0 FTE Director of Environmental Health using an internal recruitment process to fill a budgeted, vacant position.
