Executive Committee, 3/27/2019

Background

In 2009 the Public Health Advisory Council (PHAC) was established by Resolution 09-20 of the Board of Health. The purpose of the PHAC is to convene community partners to provide periodic advice to the Health District and to the Board of Health and to make recommendations relevant to improving the health of the citizens of Snohomish County. Members are appointed to the Council for staggered three-year terms and serve without compensation. Members are appointed by the Chair of the Board and confirmed by the full Board of Health.

In 2009, the Board of Health approved recommendations in Resolution 09-020 creating PHAC representation to include the Tribal sector. The position was previously held by Jenna Losik-Bowman, Tulalip Community Health Department Director, from July 2018 – February 2019.

Alicia McQuen has been a member of the Tulalip Health System for two years and is the Public Health Administrator. Ms. McQuen is responsible for leading, managing, and developing the public health program, which includes policy and staff development, grant-writing, and health education programming. She works with the Board of Directors, Tribal Leaders, and the community to ensure coordinated service delivery.

Board Chair Stephanie Wright has appointed Alicia McQuen to fill the unexpired term from April 2019 through June 2021 and requests Board of Health confirmation.

Board Authority

Consistent with Resolutions 09-20 and 12-16, and approved recommendations in Staff Report #16-033, the Board of Health has authority to confirm PHAC membership.
