Authorize the recruitment of a 1.0 FTE Environmental Health Specialist I/II to fill position being vacated (SR 19-045; B. Straughn)

Background

In accordance with a budget proviso, recruitment for vacant staff positions must be approved by the Board of Health during the 2019 budget year. 

 

The Health District has received notice that an Environmental Health Specialist in our Land Use and Safe Environments Program will be retiring, with his last day of employment on June 29, 2019.

 

The current employee is primarily tasked with reviewing applications for onsite sewage disposal permits, individual water supplies, and construction clearances for new construction and remodels/additions. The new hire may perform these or other Land Use and Safe Environment program tasks, depending on workload redistribution to current employees.

 

The current position is budgeted at $127,781 (salary + benefits); it’s anticipated that a new hire will result in an initial annual expense of approximately $90,000, a reduction of approximately $37,000.  Recruitment may occur prior to the announced retirement date; however, there will be no overlap in employment between the new hire and the retiring employee.

 
Board Authority

Consistent with the Division of Responsibilities, the Board of Health has authority over the Health District budget. In accordance with Resolution 18-27, no hiring of additional employees is allowed without the review and approval of the Executive Committee and the Board of Health.

 
Recommended Motion

MOVE TO authorize the recruitment of a 1.0 FTE Environmental Health Specialist I/II to fill a position being vacated.
