In August 2018, staff presented a proposal to the Executive Committee from the Community Health Center (CHC) of Snohomish County for CHC to provide one to two outreach staff to the WIC/First Steps clinics once a week or every other week on an ongoing basis, dependent upon the need per location. Services would be at no cost to SHD. CHC outreach workers currently partner with several community organizations and businesses throughout the county. Services include signing up individuals and families for medical insurance; assistance with doctor and dental appointments; and assistance with transportation and job resources. The Executive Committee expressed support to move forward and directed staff to draft an agreement that includes indemnification language.
SHD staff wrote a lease agreement using the same format that SHD currently has with the Healthcare Authority for no-cost space in the Rucker Building. This proposed lease (Exhibit A) was presented to CHC but they declined to sign the agreement.
CHC continues to be interested in assigning outreach workers to the SHD clinics. At a recent meeting with CHC staff, they requested consideration of a memorandum of understanding that did not include formal lease language. The attached MOU (Exhibit B) was drafted, and CHC verbalized their willingness to sign it, along with a business associate agreement (Exhibit C).
