Order of Selection (OOS)

On July 1, 2021, the Pennsylvania Office of Vocational Rehabilitation (OVR) reopened the Order of Selection for individuals with a Most Significant Disability (MSD), discontinuing the waiting list for all MSD applicants. Effective August 8, 2022, OVR reopened the Order of Selection for Pennsylvanians with a Significant Disability (SD) or Non-Significant Disability (NSD). Due to this reopening, the waiting list is discontinued for SD and NSD applicants, and all existing customers designated in those categories will be notified that their cases can proceed.

This change will be effective through June 30, 2023. OVR will review the impact of these changes and the funding available over the course of the next 12 months, determine if these categories can remain opened based on available resources and will make amendments to the OVR State Plan as appropriate.

For an individual to be determined MSD, SD or NSD, they need to meet the following criteria:

    • An individual with a *most significant disability has a disability that results in serious functional limitations in *three or more functional capacity areas.
    • An individual with a *significant disability has a disability that results in serious functional limitations in *at least one functional capacity area.
    • An individual with a *non-significant disability is determined eligible for the OVR program but does not meet the MSD or SD requirements.
