Arlington, VA – Next week, the U.S. Trade and Development Agency will host representatives from major Brazilian rail transit organizations and state governments who are leading the procurement of infrastructure to expand and modernize their rail operations to be safer, more efficient, and climate-friendly.
The 10-member delegation will travel to Miami, FL, New York, NY, and Washington, DC from April 14-25. They will tour metro and commuter rail stations and meet with local and federal transportation officials on best practices for rail management. They will also tour a control center and maintenance facility in Miami, meet with U.S. companies offering rail solutions, and participate in a roundtable on financing.
USTDA will host a public business briefing in the Washington, DC, area on April 23, where U.S. companies can hear from the delegation about upcoming projects and business opportunities. Attendees can also meet one-on-one with delegates to present their passenger rail solutions. More information and registration details are available at https://www.ustda.gov/events/.
Ridership in Brazil continues to climb following the COVID-19 pandemic, and state governments are seeking high-quality rail infrastructure that meets increasing passenger demand and reduces greenhouse gas emissions by providing public transport alternatives to private vehicles.
USTDA Director Enoh T. Ebong announced the reverse trade mission during her travel to Brazil in September 2023. It is the latest in a series of USTDA programs to support Brazil’s rail sector, including technical assistance for energy efficiency and enterprise asset management and a feasibility study to optimize the flow of São Paulo’s public rail.
This reverse trade mission supports Biden-Harris Administration priorities, including the Partnership for Global Infrastructure and Investment and USTDA’s Global Partnership for Climate-Smart Infrastructure.

Arlington, VA – Today, the U.S. Trade and Development Agency announced that it has awarded a grant to Federated States of Micronesia (FSM) internet service provider iSolutions Micronesia Ltd (iSolutions) for a feasibility study and pilot project to expand affordable wireless broadband in FSM’s underserved communities. iSolutions selected California-based technology provider Ukama, Inc. (Ukama) to carry out the assistance, which will include a plan for expanding the company’s broadband technology to other Pacific Island nations.
“This grant furthers USTDA’s commitment to increasing access to affordable and secure digital infrastructure in underserved communities across the Pacific Islands,” said Enoh T. Ebong, USTDA’s Director. “This project is an exciting opportunity to expand our digital portfolio in the Pacific Islands and demonstrate the effectiveness of U.S. solutions for eventual region-wide deployment.”
FSM includes more than 600 islands dispersed over more than 1,000,000 square miles of the Pacific Ocean, creating significant logistical challenges for connectivity in remote areas. USTDA’s study will assess the viability of expanding wireless broadband using Ukama’s solar-powered modular long-term evolution (LTE) technology in multiple sites that currently rely on slow, expensive, or unreliable internet. The pilot project is expected to reach 1,000 customers, with plans to eventually scale coverage for up to 50,000 people. The study will also develop an implementation plan to deploy the technology and provide coverage for up to three million people in Fiji, Kiribati, Palau, Papua New Guinea, Republic of the Marshall Islands, Solomon Islands, and Vanuatu.
“With the invaluable support of USTDA, our initiative seeks to bridge the digital and geographical divides by bringing sustainable connectivity and transportation telemetry to Micronesia’s remote communities,” said Minoru TR Mori, Founder and CEO of iSolutions. “This partnership signifies a collective commitment to enhancing the lives of those in the Federated States of Micronesia and sets a precedent for transformative change across the entire Pacific region.”
U.S. Ambassador to the Federated States of Micronesia Jennifer Johnson said: “The United States works closely with the national and state governments of FSM to assist people living in FSM’s outer islands. The partnership between Ukama and iSolutions, supported by USTDA, will explore an exciting potential solution to the serious connectivity challenges there and allow greater development through telehealth, virtual education, remote work opportunities, and more.”
Jamie Yang, COO of Ukama, said: “Ukama is excited to partner with iSolutions and USTDA to pilot its decentralized cellular internet networks in Micronesia. We are committed to bringing the hardest-to-reach communities online and enable universal internet access and look forward to demonstrating that our technology is well-suited for this region.”
USTDA’s study advances the goals of Biden-Harris priorities such as the Partnership for Global Infrastructure and Investment, the Digital Connectivity and Cybersecurity Partnership, and the Administration’s USTDA-led Pacific Islands Infrastructure Initiative and Indo-Pacific Economic Framework for Prosperity Project Preparation Facility.

Arlington, VA – Today, the U.S. Trade and Development Agency hosted the U.S.-India Climate Technologies Action Group (CTAG) Forum on Decarbonizing Pathways to deepen collaboration on mitigating the impacts of climate change and transitioning towards sustainable, low-carbon economies. The Forum was held in New Delhi, India and featured U.S. Ambassador to India Eric Garcetti as a keynote speaker.
“Tackling the global climate crisis requires strong partnerships and mobilizing technical innovations, which is exactly the purpose of CTAG and the objective of this Forum. The U.S.-India partnership to accelerate the development and deployment of clean energy solutions is critical to our shared goal of global emissions reduction,” said Enoh T. Ebong, USTDA’s Director. “There is extensive opportunity for U.S. innovations to support increased clean energy access across India.”
Roughly 100 energy sector stakeholders, from both the public and private sectors, attended the Forum to share insights on topics like India’s energy landscape, sustainable fuels, water management for industrial use, the role of women in energy development, and the promise of new and emerging technologies like artificial intelligence. The Forum was organized in partnership with the U.S.-India Strategic Partnership Forum (USISPF).
Ambassador Garcetti said, “As climate and clean energy leaders, the United States and India share a common vision to deploy clean energy at scale during this critical decade. We are working to reduce and mitigate emissions, and we’re collaborating with private sector partners to work towards economy-wide decarbonization, in ways that make sense for our different national circumstances. Together, we can serve as a catalyst in our global efforts.”
USTDA plans additional programming to build on the Forum by hosting an Indian delegation in the United States later this year. This event will familiarize the delegation with U.S. innovations and best practices for emissions reduction including methane abatement, carbon capture and storage and net-zero hydrogen infrastructure.
USISPF India Managing Director Nivedita Mehra said, “Washington and New Delhi continue to coalesce in tackling some of the biggest challenges of the 21st century and none more pertinent than climate action. Through our work with USTDA and CTAG, we have built new paths for energy collaboration and deeper partnerships in climate technology across both the public and private sectors. India’s clean energy transition is a priority, and a concerted effort is being made on green hydrogen, biofuels, and e-mobility to give India, a comparative advantage in renewables and to work towards the mission pledged by Prime Minister Modi for India to become net zero by 2070.”
Launched in August 2021 by USTDA and USISPF, CTAG works to advance renewable energy deployment, control emissions, enhance energy efficiency, and promote climate resilience. By sharing technological expertise, facilitating investments, and fostering knowledge exchange, the U.S.-India partnership both addresses climate challenges and unlocks new opportunities for green growth and prosperity.
USTDA’s assistance advances Biden-Harris Administration priorities including the Partnership for Global Infrastructure and Investment, the U.S.-India Strategic Clean Energy Partnership and USTDA’s Global Partnership for Climate-Smart Infrastructure.
