CA Leadership Academy


The California Leadership Academy provides foundational mandated trainings for Supervisors, Managers, and Executives in state service. These positions require a specific set of skills to manage other employees and provide leadership. The Academy’s programs are designed to teach individuals what is needed to be effective and successful in a Leadership role. ​Executive Development Program (EDP)

EDP is designed to meet the required 20-hour training needs of newly appointed Career Executive Assignment Positions (CEA or equivalent). A CEA is defined as "an appointment to a high administrative and policy influencing position within the state civil service in which the incumbent’s primary responsibility is the managing of a major function or the rendering of management advice to top-level administrative authority. Such a position can be established only in the top managerial levels of state service and is typified by broad responsibility for policy implementation and extensive participation in policy involvement. Please review the Leadership Training and Development Requirements Policy​ for more information. CalHR is the only department authorized to deliver EDP as it relates to the new-to-role requirement in Government Code 19995.4 (e).​

EDP develops innovative executives to deliver exceptional results to California. By the end of this program, you will be able to apply critical skills to lead divisions, build a resilient culture, lead change effectively, and develop the state's most valuable resource: our people. You must be present every day, in an office space (home or work), and engaged in the cohort to receive credit.

​CA Leadership Academy: Executive Development Program Registration

Manager Development Program (MDP)

MDP is designed to meet the required 40-hour training needs of newly appointed Manager Positions. Per Government Code section 3513(e), a Manager means "any employee having significant responsibilities for formulating or administering agency or departmental policies and programs or administering an agency or department." Manager classifications are generally identified with Collective Bargaining Identifier (CBID) "(M)." Please review the Leadership Training and Development Requirements Policy​ for more information. CalHR is the only department authorized to deliver MDP as it relates to the new-to-role requirement in Government Code 19995.4 (e).​

Leading teams to deliver great results for California is fundamental for state leaders. As a Manager, you are a steward of taxpayer resources and administer vital programs for Californians. By the end of this class, you will be able to apply critical skills to lead teams, leverage resources, and use best practices to effectively and efficiently operate your program.

​​S​upervisor Development Program (SDP)​

SDP is designed to meet the required 80-hour training needs of newly appointed Supervisor Positions. Per Government Code section 3513(g) a Supervisor is "any individual, regardless of the job description or title, having authority, in the interest of the employer, to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline other employees, or responsibility to direct them, or to adjust their grievances, or effectively to recommend this action, if, in the connection with the foregoing, the exercise of this authority is not of a merely routine or clerical nature, but requires the use of independent judgment." Supervisor classifications are generally identified with CBID "(S)." Please review the Leadership Training and Development Requirements Policy​ for more information. ​The Supervisor Development Program (SDP) ensures there is a progressive and integrated process to develop leaders in state service. This program is intended to assist departments in preparing all newly appointed supervisors with their transition into a new leadership role, as well as to develop their leadership and management skills as found in CalHR’s Leadership Competency Model​.
