Metro is looking to hire a Business and Finance Officer (BFO) IV who will be a key member of the central team leading financial and business analysis for one of North America's largest and fastest growing providers of public transit services.

Ideal candidates have extensive experience conducting complex analysis and synthesizing complex financial issues in a way that makes it easier to communicate to internal and external stakeholders.
This is a senior level position in King County Metro’s Finance & Administration Division where the successful candidate will be required to work independently as part of a team working with financial data and systems. The position will also have the opportunity to lead and implement process improvement projects across divisions.
 
Temporary Telecommuting Requirement
Some of the work associated with this position will be performed remotely, at least through July 5,2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
 
Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
 
As the BFO IV, you will be responsible for supporting King County Metro in the following areas:

  • Managing portions of the enterprise budget development process and financial reporting of budget to actual results, including working across divisions to develop a comprehensive department budget.
  • Manage the cost allocation process for all of Metro’s operated modes of transportation, including bus, light rail and all other modes, in order to develop performance metrics and provide reporting for service partners and the Federal Transit Administration.
  • Developing and maintaining financial models with the demonstrated ability to design models that are intuitive and easy for others to use. Ability to review existing models and identify improvements.
  • Developing financial forecasts and performing analysis on financial related data, including: spending forecasts, variance analysis and assessment of impacts, capital program/project analysis, support for service planning and fleet forecasting
  • Represent Financial Services and Finance & Administration on project and program steering committees. Actively identify issues, problem solve and help to develop solutions that advance the needs of the Metro Transit Department.
  • Identifying financial and operational trends and working with divisions to perform root cause analysis
  • Opportunity to present financial results, forecasts and analysis to senior leadership throughout the organization.

Experience, Qualifications, Knowledge, Skills

Five (5) or more years of increasingly responsible experience which demonstrates:

  • Expert ability to develop and apply complex Excel based modeling tools used to support decision-making
  • Ability to analyze data to inform decision-making as demonstrated by hands on experience Ability to design reporting to meet needs of audiences and explain financial concepts to non-financial members of the department.
  • Skill in creating analyses based on transaction level data or through the application of standard financial and statistical analysis to inform decision-making using business intelligence reporting tools.
 
Additional Qualifications
  • BA in Finance, Public Administration or related field or the equivalent combination of experience and education.
  • Knowledge of accounting concepts such as fund and grant accounting
 
Desired Qualifications
  • Knowledge of and experience with enterprise finance systems, analytical and reporting tools, such as Oracle EBS, Oracle Business Intelligence, Hyperion/PBCS, Microsoft Power BI, etc…
  • Demonstrated experience with business process mapping and identifying improvements

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay. Work schedule is normally Monday through Friday, 40-hour work week. Variations may be required depending on the demands and needs of the work.
