The Opportunity
WSDOT is currently seeking an experienced GIS professional to fill the GIS and Data Systems Manager vacancy with the HQ Maintenance Operations Division. This position, within the Maintenance Technology branch, serves as the individual lead, data steward and systems manager as it relates to the development, delivery and analysis of statewide Maintenance operational and geospatial data. The successful candidate will apply technical knowledge to administer data management systems, implement daily quality assurance, be self-motivated, show the ability to maintain positive relationships with technical and non-technical customers and coworkers, and work independently.

What to Expect
This position applies advanced technical knowledge to administer the data management systems, such as the Highway Activities Tracking System (HATS), Automated Vehicle Locator (AVL) system and implements data quality assurance measures for current maintenance division asset management activities.  

Among the varied range of responsibilities held within this role, this Transportation Planning Specialist 3 will:

  • Serves as the independent lead, data steward and systems manager within the maintenance operations division as it related to the development, delivery and analysis of statewide Maintenance operational and geospatial data.
  • Provides program assistance (creates maps, GIS datasets and performs analysis) to maintenance program managers (roadside, roadway, snow and ice etc.).
  • Provides technical support, responds to information requests and data sharing from Regions, Executive management, Legislative staff and external partners, as it pertains to current maintenance management systems (HATS, AVL and future systems).
  • Apply broad experience and knowledge of the agency’s GIS data resources and GIS technology capacity as needed including during times where the Agency Emergency Operations Center is activated.
  • Other duties as assigned.

Qualifications
To be considered for this opportunity, the following are required:
  • Bachelor’s Degree in a related field to work being completed. (Equivalent years of experience in a professional role that is relevant can substitute.)
  • Advanced knowledge of ESRI software (Arc GIS, Arc SDE, ArcGIS Server, Model Builder, Python and ArcGIS Online).
  • Advanced knowledge of Microsoft SQL Server 2008, 2014 and Microsoft SQL Server Management Studio.
  • Effective communication both verbally and in writing to various audiences.
  • Valid Washington State Driver’s License.
  • Ability to travel to and from meetings onsite and offsite at different work locations with occasional overnight stays.

It is preferred that qualified candidates also have:
  • Two (2) years professional level work applying geospatial technologies to meet business needs, troubleshoot and research technical GIS problems and teach others about the GIS concepts and principles needed to apply GIS tools properly.
  • Knowledge of maintenance operations.
  • Knowledge of GPS technology and highway surveying methods and concepts.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
