Position responsibilities:
Developing interpretation of Federal legislation for unemployment insurance (UI) and related wage-loss compensation programs. Review State legislation for conformity with Federal requirements. Develops operating procedures and policy guidance for State officials to implement Federal UI and related wage-loss compensation program legislation. Develops UI policy and guidance for State officials’ use in establishing and operating State UI programs, systems and procedures consistent with Federal legislative requirements and policy issuances. Reviews the administration and operations of Federal and State UI programs and systems, with a primary focus on agency internal operations including the planning and development of automated systems. Establishes and maintain systems for the assessment of UI program accuracy and quality. Reviews State UI and workforce security program budget plans. Participates in special studies, reviews, and evaluations of benefit and tax functions, systems, and/or activities designed to enhance program integrity, performance, or quality and to improve service to claimants and employers.

Education
Undergraduate Education: Major study -- economics, industrial relations, law, sociology, political science, public administration, or other related fields. Courses in statistics or mathematics applicable to the social sciences are creditable up to a maximum of 12 semester hours.
Graduate Education: Major study -- one or a combination of the social sciences that included social science research methodology and techniques, and provided a knowledge of the history, concepts, methods, and techniques of social insurance and/or the social and economic conditions under which social insurance programs operate.

Specialized Experience: Experience related to social insurance. This includes experience applying statistics or mathematics to the social insurance field. Specialized experience must have demonstrated:
Qualifying specialized experience may have been gained through work in the following or similar types of programs: unemployment insurance; old-age and survivors' insurance; workers' compensation; disability compensation; or other public or private programs covering common social insurance risks.

Examples of Specialized experience include: Extensive knowledge developing interpretations of federal legislation for unemployment insurance (UI) and related wage-loss compensation programs, reviewing State legislation for conformity with Federal requirements and reviewing the administration and operation of State unemployment insurance programs and systems. Expertise in UI Systems including intake, adjudication, appeals, quality and detection of over payment is required. Demonstrate expertise in interpreting UI legislation, policies, programs and regulations to provide authoritative advice on UI program requirements to grantees; reviewing state policies for conformity with Federal requirements; assessing program performance and effectiveness; conducting reviews and evaluations of UI program dollars. Eligible candidate also has demonstrated experience in working collaboratively and maintaining cooperative relationships with officials in federal, state, and local government agencies, communicating effectively in oral and written presentations to officials, staff, and general public; tracking progress and evaluating outcomes.
There is no education substitution for experience at the GS-12.
