Message from the City Manager and Chief of Equity and Inclusion

Dear Residents of Dallas,

Before Dallas became the technology and business hub that it is today, this land was cared for by the Caddo people for over 1,000 years. This region of Texas was described as a “mixed buffer zone” that was a point of convergence for many American Indian tribes. The area was used as a trail stop by the Caddo, Comanche, Kiowa, and the Wichita. In Dallas, the Caddo people lived off the Arkikosa River, or what was renamed by Spanish as the Santisima Trinidad (Holy Trinity) River.

In 1841, General Edward Tarrant led the Caddo Indian Massacre that saw the death of at least twelve Indians but soon led to the removal of more Caddo Indians to a reservation on the upper Brazos River (Texas State Historical Association). During the 1950s the Bureau of Indian Affairs (BIA) began an urban relocation program that assisted American Indians to move into metropolitan areas. The BIA helped American Indians find housing and sponsored employment training sessions to increase the number of urban American Indians (National Archives). 

September 27 has been designated as American Indian Heritage Day by the State of Texas. As it approaches, we acknowledge the history of the founding of Dallas respecting the American Indian tribes.

We look to our past in order to inform our future. As we look forward, we encourage everyone to make yourself heard by participating in Census 2020, registering to vote as eligible, and getting tested for COVID-19 as needed at one of the numerous testing sites mentioned in this newsletter.

Dallas Community Based Testing Sites

Criteria for testing sites is as follows:

  • Persons with symptoms of potential COVID-19 infection, including fever, cough, shortness of breath, chills, muscle pain, new loss of taste or smell, vomiting or diarrhea, and/or sore throat; OR
  • Anyone 65-years-old or older, OR
  • Anyone with chronic health issues (diabetes, asthma, heart issues, etc.); OR
  • If your employer was open during the Dallas County Safer at Home Order, you can get tested even if you don't have symptoms. For a full list of CISA employees available to get tested click here
  • Persons with symptoms who have been actively engaged in large group settings, such as public gatherings or congregations of people, within the past fifteen (15) days

The community-based testing sites operate Monday through Saturday with varying times:

  • Eastfield College, 3737 Motley Dr, Mesquite, TX 75150
    • Beginning 08/31 hours are 7:30 a.m. to 4 p.m. from Monday through Thursday
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Ellis Davis Field House, 9191 S Polk St. Dallas, Texas 75232
    • 7:30 a.m. to 4 p.m. (or until testing limit is reached) 
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Mountain View College, 4849 W. Illinois Avenue Dallas, Texas 75211
    • This site will operate from 8 a.m. to 2p.m.
    • No residency or ID requirements

Requirements (Eastfield & Ellis Davis): If you meet the criteria for COVID-19 testing, please do not delay acting. Any photo ID is sufficient including a recreation center ID, a Student ID, an ID with your name and photo. It does not need to be a government-issued ID.

The City has expanded COVID-19 testing to provide mobile testing to residents in underserved communities without transportation. Eligible residents may schedule appointments between:

  • 9 a.m. and 9 p.m., 7 days a week by calling the UrgentCare2GO screening line at 1-888-601 0568.

There are now various drive-thru COVID-19 testing sites sponsored by the State of Texas, to find a location near you visit Texas Department of State Health Services webpage and enter your zip code.


Walk Up Locations

Walk-up locations are open Monday to Saturday, 7:30 a.m. to 4:00 p.m., or until testing limit is reached. No appointment required. Must be a Dallas city or county resident. Address verification required (utility bill or library card).

    • Open from August 26-29 from 10:00 am to 4 p.m.

Parkland Testing Sites

Parkland Hospital has opened four community-based clinics open 9 a.m. to 4 p.m. by appointment only for current Parkland patients who meet the medically necessary criteria. Patients can call the COVID-19 patient line at (214) 590-8060 Monday through Friday from 9 a.m. to 4 p.m. or visit www.parklandhospital.com/COVID19testing

Additional Testing Sites

  • Walgreens, no-cost drive-thru testing site:
    • 2060 S. Buckner Blvd, Dallas, TX,
    • Hours of Operation: Open from 9:00 am - 5:00 pm, seven days a week.
    • Requirements: Residents must complete a screening survey to determine if they qualify for a test.

  • Walmart no-cost drive-thru testing site is administering COVID-19 tests at four locations:
    • Locations:
      • 15757 Coit Rd., Dallas, TX 75248
      • Belt Line Rd., DeSoto, TX 75115
      • N Garland Ave., Garland, TX 75040
      • Lakeview Pkwy., Rowlett, TX 75088
    • Hours of Operation: Monday, Wednesday, Friday from 7 am to 9pm.
    • Requirements: Residents who are interested must take a pre-screening test to see if it is necessary. Once they qualify the resident will make an appointment to get tested

  • CVS has opened up four new no-cost, drive thru COVID-19 locations in the North Texas region:
    • Locations: To find a location near you click here, and enter both your ZIP code and distance from your home to find a testing location near you. 
    • Hours of Operation: Patients must schedule an appointment for a COVID-19 test.
    • Requirements: More information about CVS Health and their testing sites can be found at their COVID-19 resource center.

  • Kroger, no-cost drive-thru testing site:
    • City Square Parking Lot, 1610 Malcolm X Blvd., Dallas, TX 75226
    • Hours of Operation: Saturday and Monday: 8:30AM – 2:30PM. Tuesday, Wednesday, and Friday: 1:00PM-5:00PM
    • Requirements: Residents must complete a virtual pre-screening to determine if they qualify for a test. If they qualify then an email confirmation will be sent with instructions regarding the appointment. Residents must complete their paperwork before they go to their test appointment.

Federal Information

US Department of Health and Human Services COVID-19 Plasma Donation

If you have recovered from COVID-19, confirmed by a positive test, please consider donating plasma. Your plasma can help save lives. Because you fought the infection, your plasma now contains COVID-19 antibodies. These antibodies provided one way for your immune system to fight the virus when you were sick, so your plasma may be able to be used to help others fight off the disease. There are thousands of locations across the country that have set up safe ways to donate.

CDC Flu Season Precautions

This fall the CDC expects the flu and COVID-19 to be spreading at the same time. Protect yourself and your family by getting your flu vaccine.

DHS Public Charge Rule Update

On August 12, 2020, the U.S Court of Appeals for the Second Circuit narrowed the scope of the nationwide injunction blocking the DHS Public Charge Rule from taking affect for the duration of the national emergency. The injunction now only applies to the following states: NY, CT, VT.

To be eligible to vote early by mail in Texas, you must:

  • be 65 years or older;
  • be disabled;
  • be out of the county on election day and during the period for early voting by personal appearance; or
  • be confined in jail, but otherwise eligible.

Dallas Museum of Art

The Dallas Museum of Art reopened to the public on Friday, August 14th and in advance of your visit, you’ll need to reserve a free general admission ticket online. The museum has instituted enhanced cleaning schedules and standards, reduced the Museum’s visitor capacity, and created a low- and no-touch visitor experience throughout the Museum.

Dallas' Office of Welcoming Communities and Immigrant Affairs have launched an online resource hub with free and low-cost resources for all residents impacted by COVID-19.

Children’s Health E-Card Initiative

Send encouraging e-cards to patients and caregivers during this difficult time. They have a variety of cards that individuals can send to patients, and people can send personalized messages of encouragement.

Dallas ISD Reopening

DISD Education Evolution Guide

As Dallas ISD prepare to begin the 2020-2021 school year, they are providing information for parents and stuff regarding learning options for their children and technological assistance. The district has created the Education Evolution Guide, which has been developed by the assumption that a vaccine will not be available for 12-18 months meaning that the district needs to be able to respond rapidly to circumstances in its own school community. The guide includes information on school safety measures, protocols, instructional models, technology framework and more.

Salvation Army of North Texas

The Salvation Army is now offering school supplies to help parents and students prepare for the upcoming school year. They are offering families backpacks full of supplies and personal protective equipment for students.

Say Yes to Dallas and the Dallas Regional Chamber, with partners across North Texas are connecting workers displaced by the COVID-19 outbreak. Several organizations are hiring large numbers of employees.

Get Shift Done

Get Shift Done is a relief fund and initiative launched in North Texas to address both affected service workers who have lost their paychecks and immediate support for the demand of the non-profits, especially with respect to hunger relief. We are using the Shiftsmart platform to connect the volunteers, supporters and non-profits to deliver these essential functions all while providing basic incomes and food security for affected children and families.

Workforce Solutions

Workforce Solutions of Greater Dallas has created a Job Search Engine that allows residents to search for jobs based on industry and keywords. They have compiled various open job positions for individuals to search through and apply online.

City Wide Workforce Development

Logistics is considered a growth industry with demand by employers for motivated, competent workers. Dallas, Texas is one of eleven cities where warehousing space is forecasted to dramatically increase due to growth in the logistics industry. City Wide Workforce Development is now offering free logistics and warehouse training online.

North Dallas Shared Ministries

North Dallas Shared Ministries has an emergency food and toiletries pantry. Applicants must meet their eligibility requirements and may receive food eight times in twelve months. Clients must live within their service area and must provide photo ID and proof of address.

Brother Bill’s Helping Hand

Brother Bill’s Helping Hand are a proud partner of the North Texas Food Bank to offer groceries for West Dallas neighbors. BBHH will be changing its food distribution to a “drive-thru” experience. Neighbors must make a grocery appointment before going to receive food.

Harmony Update

Harmony Food Pantry

The Harmony CDC's Client-Choice Food Pantry provides healthy, nutritionally balanced and quality food to individuals and families in need.  Their focus is to ensure that people are provided meals needed and nutritional facts for ongoing support.

Food for Families with Students

Equal Heart

Equal Heart, a USDA sponsor for Child Nutrition Programs, kicked off emergency feeding for Children on March 26, 2020. As of July 2020, they delivered over 950,000 meals to 8,200 children in Texas and Colorado. This program will run into the Fall and is open to any child in need.  Food is delivered into the community, and 3-5 days of meals is handed out at one time.

Hunger Busters

The Hunger Busters ‘Operation Healthy Summer Box’ is providing families with boxes of healthy food throughout the month of August, their requirements are:

  • Please arrive early, distribution events are from 10am – 1pm unless noted differently.
  • Produce boxes and Milk are given on a FIRST COME, FIRST SERVE basis.
  • Max of 2 – 3 families per car. (allowing space to receive boxes)
  • Please have your trunk empty or space available to receive your boxes of produce and milk.

City of Dallas CARES ACT Rent Relief Program

The Emergency Rent Assistance program, funded by the CARES Act, is a federally funded initiative designed to help low-income households and persons who have been adversely impacted by COVID-19 through the loss of their employment income or who sustained a reduction in income and are delinquent in paying rent. DHA, Housing Solutions for North Texas (DHA) has been designated to help facilitate the distribution of rent relief funds by the City of Dallas.

North Texas Giving Day

North Texas Giving Day

Communities Foundation of Texas’ North Texas Giving Day is an 18-hour online giving event designed to empower every person to give back to their community by supporting local nonprofits and causes they care about in one easy-to-use platform.

The event helps build awareness and support for nonprofits like nothing else. In 2019, $50 million was raised through 102,000 donors benefiting 3,000 local nonprofits, bringing the eleven-year total to over $290 million for our community. North Texas Giving Day is the largest community-wide giving event in the nation.

Dallas Startup Week 2020

The DEC Network produces the sixth annual Dallas Startup Week, powered by Capital One. This 5-day free, completely virtual event impacts and mobilizes over 10,000 North Texas entrepreneurs, startups, founders, corporate and social innovators, academia, and community change-makers. The week includes over 100 sessions across 16 tracks, the Women of Innovation Summit, the Corporate Startup Innovation Summit, Disrupt Dallas, and the annual State of Entrepreneurship gathering. All sessions and special events will be completely virtual this year.

Dallas B.R.A.I.N.

The Dallas Business Resource and Information Network is a partnership between the City of Dallas Office of Economic Development and the Dallas Public Library. The Dallas B.R.A.I.N. promotes entrepreneurial literacy and business development for new and existing businesses in Dallas. It provides entrepreneurs with free access to quality training, workshops, counseling, networking, promotion, and meeting space.

The CDBG Revolving Loan Fund Program is used to make loans to businesses within the Dallas city limits that will add jobs through expansion, relocation or growth or, retain jobs that might be lost.
