Message from the City Manager and Chief of Equity and Inclusion

Dear Residents of Dallas,

This week we take a break from exploring the historical roots of Dallas to further shed a light once more on the disparities in health accessibility that exists amongst Americans. The death of beloved actor Chadwick Boseman- who portrayed iconic roles such as T’challa in the Marvel movie ‘Black Panther’, Jackie Robinson in the film ‘42’, and Supreme Court Justice Thurgood Marshall in the film 'Marshall'- has inspired conversations about cancer and preventative healthcare amongst people of color in the United States. 

In Texas prostate cancer is the leading cause of cancer death among men and breast cancer is the leading cause of cancer death in women. And when adjusted for race factors the statistics show that Blacks and Hispanics often have the highest rates of incidents and mortality rates tend to be higher as well, all of this according to the Texas Department of State Health Services.

As Chadwick stated,  “receiving an award for playing a super hero is amazing, but it is even greater to acknowledge the heroes we have in real life.” Accordingly, we don’t want to miss this opportunity to acknowledge a hometown hero,  Beverly Davis, who this week retired from the City of Dallas after 36 years and five months of honorable service.  Beverly has served our City with grace and determination for seeing that those of us who have been historically marginalized or vulnerable due to the circumstances of life are accorded dignity and respect. 

Even with the challenges presented during the pandemic and up to her final day of service,  Beverly and her team have worked earnestly to serve all of our community. She set-up the Equity office, oversaw protocols for paid sick leave ordinance (now enjoined) and updated the City’s ADA initiatives among many other notable achievements.  in her final month of service, Beverly has overseen the establishment of an evictions assistance program to help those most impacted by COVID-19. We acknowledge Beverly’s heroic efforts and will strive to carry on the values she served with during her tenure.

As a city, access to healthcare is an important issue that we will continue working on with our community stakeholders. In the meantime, if you are looking to explore preventative cancer screening resources take a look at some of the resources, we have linked below in the Health section. The ongoing COVID-19 pandemic has forced us to reflect about our individual health choices, and as we move forward into the fall it is important to make decisions with our health in mind. Continue getting tested, social distancing, and wearing your face masks to protect yourself and others.

Dallas Community Based Testing Sites

Criteria for testing sites is as follows:

  • Persons with symptoms of potential COVID-19 infection, including fever, cough, shortness of breath, chills, muscle pain, new loss of taste or smell, vomiting or diarrhea, and/or sore throat; OR
  • Anyone 65-years-old or older, OR
  • Anyone with chronic health issues (diabetes, asthma, heart issues, etc.); OR
  • If your employer was open during the Dallas County Safer at Home Order, you can get tested even if you don't have symptoms. For a full list of CISA employees available to get tested click here
  • Persons with symptoms who have been actively engaged in large group settings, such as public gatherings or congregations of people, within the past fifteen (15) days

The community-based testing sites operate Monday through Saturday with varying times:

  • Eastfield College, 3737 Motley Dr, Mesquite, TX 75150
    • Beginning 08/31 hours are 7:30 a.m. to 4 p.m. from Monday through Thursday
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Ellis Davis Field House, 9191 S Polk St. Dallas, Texas 75232
    • 7:30 a.m. to 4 p.m. (or until testing limit is reached) 
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Mountain View College, 4849 W. Illinois Avenue Dallas, Texas 75211
    • This site will operate from 8 a.m. to 2p.m.
    • No residency or ID requirements

Requirements (Eastfield & Ellis Davis): If you meet the criteria for COVID-19 testing, please do not delay acting. Any photo ID is sufficient including a recreation center ID, a Student ID, an ID with your name and photo. It does not need to be a government-issued ID.

The City has expanded COVID-19 testing to provide mobile testing to residents in underserved communities without transportation. Eligible residents may schedule appointments between:

  • 9 a.m. and 9 p.m., 7 days a week by calling the UrgentCare2GO screening line at 1-888-601 0568.

There are now various drive-thru COVID-19 testing sites sponsored by the State of Texas, to find a location near you visit Texas Department of State Health Services webpage and enter your zip code.


Walk Up Locations

Walk-up locations are open Monday to Saturday, 7:30 a.m. to 4:00 p.m., or until testing limit is reached. No appointment required. Must be a Dallas city or county resident. Address verification required (utility bill or library card).

Parkland Testing Sites

Parkland Hospital has opened four community-based clinics open 9 a.m. to 4 p.m. by appointment only for current Parkland patients who meet the medically necessary criteria. Patients can call the COVID-19 patient line at (214) 590-8060 Monday through Friday from 9 a.m. to 4 p.m. or visit www.parklandhospital.com/COVID19testing

Additional Testing Sites

  • Walgreens, no-cost drive-thru testing site:
    • 2060 S. Buckner Blvd, Dallas, TX,
    • Hours of Operation: Open from 9:00 am - 5:00 pm, seven days a week.
    • Requirements: Residents must complete a screening survey to determine if they qualify for a test.

  • Walmart no-cost drive-thru testing site is administering COVID-19 tests at four locations:
    • Locations:
      • 15757 Coit Rd., Dallas, TX 75248
      • Belt Line Rd., DeSoto, TX 75115
      • N Garland Ave., Garland, TX 75040
      • Lakeview Pkwy., Rowlett, TX 75088
    • Hours of Operation: Monday, Wednesday, Friday from 7 am to 9pm.
    • Requirements: Residents who are interested must take a pre-screening test to see if it is necessary. Once they qualify the resident will make an appointment to get tested

  • CVS has opened up four new no-cost, drive thru COVID-19 locations in the North Texas region:
    • Locations: To find a location near you click here, and enter both your ZIP code and distance from your home to find a testing location near you. 
    • Hours of Operation: Patients must schedule an appointment for a COVID-19 test.
    • Requirements: More information about CVS Health and their testing sites can be found at their COVID-19 resource center.

  • Kroger, no-cost drive-thru testing site:
    • City Square Parking Lot, 1610 Malcolm X Blvd., Dallas, TX 75226
    • Hours of Operation: Saturday and Monday: 8:30AM – 2:30PM. Tuesday, Wednesday, and Friday: 1:00PM-5:00PM
    • Requirements: Residents must complete a virtual pre-screening to determine if they qualify for a test. If they qualify then an email confirmation will be sent with instructions regarding the appointment. Residents must complete their paperwork before they go to their test appointment.

Paul Quinn College Testing Site

In response to the COVID-19 global pandemic, Paul Quinn College has partnered with the City of Dallas and Lyda Hill Philanthropies to open a free COVID-19 testing site on the school’s campus in Dallas. The testing site is part of Paul Quinn’s “Safe for My City” campaign that also features a protective face mask and food giveaway. Walk-up testing has been extended to every Saturday.

Federal Information

CDC Back to Campus Precautions

 As some institutions of higher education (IHE) open in the United States, the Centers for Disease Control and Prevention (CDC) offers the following considerations for ways in which IHEs can help protect students and employees (e.g., faculty, staff, and administrators) and slow the spread of the Coronavirus Disease 2019 (COVID-19).

Individuals and business owners who sustained losses in the designated areas can apply for assistance at DisasterAssistance.gov.

CDC Eviction Moratorium

The Centers for Disease Control and Prevention (CDC) issued a nationwide eviction ban, temporarily halting all residential evictions to prevent the further spread of COVID-19. CDC Director Dr. Robert Redfield signed a declaration determining that the evictions of tenants present a historic threat to public health. To be protected by the Order, tenants must provide an executed copy of the declaration form (under penalty of perjury) to their landlord, owner of the residential property where they live, or other person who has a right to have them evicted or removed from where they live. Each adult listed on the lease, rental agreement, or housing contract should complete and provide a declaration.

State Information

HHSC Snap Benefit Replacements

The Texas Health and Human Services Commission (HHSC) has received federal approval to allow Supplemental Nutrition Assistance Program (SNAP) recipients to apply over the phone for replacement benefits for food lost or destroyed due to Hurricane Laura. Applications can be submitted by calling 2-1-1.

Texas Oncology Cancer Screenings

Texas Oncology Cancer Screenings

Screening exams can diagnose cancer at the earliest stages when treatment will be the most effective. Texas Oncology recommends regular screening and/or self-exams for breast, prostate, colorectal, skin, testicular, lung, and cervical cancers based on guidelines below.

Welcoming Week

This year the Office of Welcoming Communities and Immigrant Affairs will be celebrating the City’s Third Annual Welcoming Week from September 12-20. This week will be celebrated nationwide to bring together immigrants, refugees, and long-time city residents to build strong connections and affirm the importance of welcoming and inclusive places in achieving collective prosperity. Our theme this year is “Creating Home Together”, celebrating together so that everyone feels they belong, no matter where you may be or where you are from, so that each of us has a stake in Dallas' future.

Latino Cultural Center Interview with Jose Vargas

Jose Vargas is an independent exhibition curator and visual artist who lives in Dallas, Texas. Jose has displayed his paintings, photographs, and mixed media artwork extensively in local and regional art venues. Jose is known for starting the annual tradition of the "El Corazon" and "La Virgen de Guadalupe" exhibitions, two popular gallery shows in Dallas. He has organized both shows for the City of Dallas Office of Arts and Culture since 1993 and has received praise for his curatorial work.

Dallas TRHT Transformation Tuesday: Race, Racism, and Asian Americans

Dallas Truth, Racial Healing & Transformation presents Transformation Tuesday, a community-driven online series highlighting the ways race and racism impact every aspect of our lives, and what we as a community can do to change and transform it.

This panel will be moderated by Dallas TRHT Communications Director Stephanie Drenka and focus on race, racism and racial equity in the Asian American community.

City of Dallas Senior Guide for COVID-19

The City of Dallas is closely monitoring the national outbreak of COVID-19 and is working with Dallas County Health and Human Services (DCHHS), The Texas Department of State Health Services (DSHS) and the Centers for Disease Control and Prevention (CDC) to ensure the City has best practices in place for the general public. According to the CDC, older adults, especially senior population, and people of any age who have serious underlying medical conditions might be at higher risk for severe illness from COVID-19.

Food Resources

CitySquare

CitySquare provides fresh groceries, as well as free and nutritious meals after school and during the summer. Due to the COVID-19 pandemic, CitySquare has changed their food pantry hours and service. To continue providing food and to maintain necessary safety precautions, the Food Pantry distributes pre-packaged groceries. Clients can still visit the Food Pantry every 2 weeks, and there are not zip code restrictions.

Brother Bill’s Helping Hand

Brother Bill’s Helping Hand are a proud partner of the North Texas Food Bank to offer groceries for West Dallas neighbors. BBHH will be changing its food distribution to a “drive-thru” experience. Neighbors must make a grocery appointment before going to receive food.

Food for Families with Students

Dallas ISD Curbside Meals

Dallas ISD will offer curbside meal pickup through the first four weeks of the 2020–2021 school year. Meal service is set for late afternoons so that parents, guardians, and/or students can conveniently pick up meals after the end of the school day and at a time that many parents may be on their way home from work. Each curbside meal pickup day will provide a week worth of meals. All meals are served at no cost.

Curbside Meals

Equal Heart
Equal Heart, a USDA sponsor for Child Nutrition Programs, kicked off emergency feeding for Children on March 26, 2020. As of July 2020, they delivered over 950,000 meals to 8,200 children in Texas and Colorado. This program will run through the Fall and is open to any child in need. Food is delivered into the community, and 3-5 days of meals is handed out at one time.

Texas Cancer Information

Access to Cancer Care for Low-Income and Uninsured Patients helps low-income or uninsured Texans seeking free or low-cost cancer screening or treatment. Texas Cancer Information staff investigated procedures, contacts and clinic locations for screening and treatment for every Texas county.

UT Southwestern Early Detection and Screening

The Harold C. Simmons Comprehensive Cancer Center at UT Southwestern is among the elite cancer centers in the U.S. As the only National Cancer Institute-designated Comprehensive Cancer Center in North Texas, they’re recognized for their excellence in patient care, research, and training.

Air North Texas

Sign up for Air North Texas’ air pollution alerts! Air pollution alerts are announced when air quality is predicted to be in the unhealthy range or higher for sensitive groups in parts of or the entire North Texas nonattainment region. Air North Texas will send out pollutant-specific air pollution alerts when pollutants such as ozone cause air quality to reach the unhealthy range. Ozone Action Day alerts are the most common type of air pollution alert sent out in the North Texas region.

City of Dallas CARES ACT Rent Relief Program

The Emergency Rent Assistance program, funded by the CARES Act, is a federally funded initiative designed to help low-income households and persons who have been adversely impacted by COVID-19 through the loss of their employment income or who sustained a reduction in income and are delinquent in paying rent. DHA, Housing Solutions for North Texas (DHA) has been designated to help facilitate the distribution of rent relief funds by the City of Dallas.

United Way of Dallas Rental Assistance Guide

The United Way of Dallas has created a Dallas Rental Assistance Collaborative is here to lend a hand. Small Business Support

Dallas B.R.A.I.N.

The Dallas Business Resource and Information Network is a partnership between the City of Dallas Office of Economic Development and the Dallas Public Library. The Dallas B.R.A.I.N. promotes entrepreneurial literacy and business development for new and existing businesses in Dallas. It provides entrepreneurs with free access to quality training, workshops, counseling, networking, promotion, and meeting space.

Small Business Revolving Loan Program

The CDBG Revolving Loan Fund Program is used to make loans to businesses within the Dallas city limits that will add jobs through expansion, relocation or growth or, retain jobs that might be lost.

Google Support for Small- and Medium-Sized Businesses (SMBs)

Google is supporting small- and medium-sized businesses around the world that have been impacted by COVID-19. They are doing this in a variety of ways, from providing access to capital, Google ad credits, and more.

Hello Alice COVID-19 Resources

Hello Alice helps businesses launch and grow. A free, predictive technology, Hello Alice guides business owners by providing access to funding, networks and services. Hello Alice is offering $10,000 grants to small businesses impacted by COVID-19. In addition to funding, grant recipients will receive ongoing support from the Hello Alice community.

Revive Dallas Small Business Relief Fund

The Dallas Entrepreneurship Center Network (DEC), in collaboration with LiftFund and the private business community, has launched the Revive Dallas Small Business Relief Fund to support local small businesses in jeopardy due to COVID-19. Zero percent (0%) loans up to $25,000 will be provided and will be combined with other non-monetary resources. A priority has been placed on providing funding to minority- and women-owned small businesses.

Verizon Small Business Recovery Fund

In partnership with Local Initiatives Support Corporation (LISC), Verizon is investing $2.5 million for grants of up to $10,000 to entrepreneurs impacted by COVID-19, especially entrepreneurs of color, women-owned businesses and others in historically underserved communities who don't have access to flexible, affordable funding.
