Message from the City Manager and Chief of Equity and Inclusion

Dear residents of Dallas, 

Last week, September 15th, marked the commencement of Hispanic Heritage Month. The celebrations were enacted into law on August 17, 1988 by President Ronald Reagan. The 30-day period between September 15 and October 30 is an important time for many Latin Americans as the independence of countries such as Costa Rica, El Salvador, Guatemala, Honduras, Mexico, Chile, and more are celebrated during these months.

At the City of Dallas, Hispanic Heritage Month presents an opportunity to highlight the trailblazers of City Hall that have and continue to advocate for the issues and solutions that affect the Hispanic-American community in Dallas.

 Anita Martinez, the first Hispanic City Council Member, was elected in 1969 and fought for the passing of policies that were culturally conscious and would promote social equity in her communities of West Dallas. Following the remarkable legacy of Mrs. Martinez, Chris Luna later became the first Hispanic Deputy Mayor Pro Tem, he championed issues important to his district including nondiscrimination policies to protect city employees. Teodoro Benavides became the first Hispanic City Manager and served for six years, in his capacity Benavides oversaw the organizing city operations under an annual $1.9 billion budget.

These individuals have paved the way for current Hispanic/Latinx city leaders, like City Council Members Mayor Pro Tem  Adam Medrano, Jaime Resendez, Omar Narvaez, Paula Blackmon and Adam Bazaldua and all of us of Hispanic heritage. These individuals will continue to inspire the future generations of Latinx leaders in Dallas and for Dallas.

Additionally, HACER (Hispanic Association of City Employees for Results) is celebrating Hispanic Heritage Month with several initiatives. Starting with a collaboration with the Central Library in bringing Latin programming to the community. Another initiative is a fun survey that will collect recommended Latin-owned businesses for dining and retail to share with HACER members. HACER will also be holding a conversation on “Día de los Muertos” (Day of the Dead) celebrating those who have passed on, our ancestors, and the commonalities of how other cultures celebrate a similar observance. 

Amidst these difficult times, let us recognize the communal spirit – language, cultures and traditions -  that exists in the Hispanic American community of Dallas that bring us all closer together.

Dallas Community Based Testing Sites

Criteria for testing sites is as follows:

  • Persons with symptoms of potential COVID-19 infection, including fever, cough, shortness of breath, chills, muscle pain, new loss of taste or smell, vomiting or diarrhea, and/or sore throat; OR
  • Anyone 65-years-old or older, OR
  • Anyone with chronic health issues (diabetes, asthma, heart issues, etc.); OR
  • If your employer was open during the Dallas County Safer at Home Order, you can get tested even if you don't have symptoms. For a full list of CISA employees available to get tested click here
  • Persons with symptoms who have been actively engaged in large group settings, such as public gatherings or congregations of people, within the past fifteen (15) days

The community-based testing sites operate Monday through Saturday with varying times:

  • Eastfield College, 3737 Motley Dr, Mesquite, TX 75150
    • Beginning 08/31 hours are 7:30 a.m. to 4 p.m. from Monday through Thursday
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Ellis Davis Field House, 9191 S Polk St. Dallas, Texas 75232
    • 7:30 a.m. to 4 p.m. (or until testing limit is reached) 
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Mountain View College, 4849 W. Illinois Avenue Dallas, Texas 75211
    • This site will operate from 8 a.m. to 2p.m.
    • No residency or ID requirements

Requirements (Eastfield & Ellis Davis): If you meet the criteria for COVID-19 testing, please do not delay acting. Any photo ID is sufficient including a recreation center ID, a Student ID, an ID with your name and photo. It does not need to be a government-issued ID.

The City has expanded COVID-19 testing to provide mobile testing to residents in underserved communities without transportation. Eligible residents may schedule appointments between:

  • 9 a.m. and 9 p.m., 7 days a week by calling the UrgentCare2GO screening line at 1-888-601 0568.

There are now various drive-thru COVID-19 testing sites sponsored by the State of Texas, to find a location near you visit Texas Department of State Health Services webpage and enter your zip code.


Walk Up Locations

Walk-up locations are open Monday to Saturday, 7:30 a.m. to 4:00 p.m., or until testing limit is reached. No appointment required. Must be a Dallas city or county resident. Address verification required (utility bill or library card).

Parkland Testing Sites

Parkland Hospital has opened four community-based clinics open 9 a.m. to 4 p.m. by appointment only for current Parkland patients who meet the medically necessary criteria. Patients can call the COVID-19 patient line at (214) 590-8060 Monday through Friday from 9 a.m. to 4 p.m. or visit www.parklandhospital.com/COVID19testing

Additional Testing Sites

  • Walgreens, no-cost drive-thru testing site:
    • 2060 S. Buckner Blvd, Dallas, TX,
    • Hours of Operation: Open from 9:00 am - 5:00 pm, seven days a week.
    • Requirements: Residents must complete a screening survey to determine if they qualify for a test.

  • Walmart no-cost drive-thru testing site is administering COVID-19 tests at four locations:
    • Locations:
      • 15757 Coit Rd., Dallas, TX 75248
      • Belt Line Rd., DeSoto, TX 75115
      • N Garland Ave., Garland, TX 75040
      • Lakeview Pkwy., Rowlett, TX 75088
    • Hours of Operation: Monday, Wednesday, Friday from 7 am to 9pm.
    • Requirements: Residents who are interested must take a pre-screening test to see if it is necessary. Once they qualify the resident will make an appointment to get tested

  • CVS has opened up four new no-cost, drive thru COVID-19 locations in the North Texas region:
    • Locations: To find a location near you click here, and enter both your ZIP code and distance from your home to find a testing location near you. 
    • Hours of Operation: Patients must schedule an appointment for a COVID-19 test.
    • Requirements: More information about CVS Health and their testing sites can be found at their COVID-19 resource center.

Paul Quinn College Testing Site

In response to the COVID-19 global pandemic, Paul Quinn College has partnered with the City of Dallas and Lyda Hill Philanthropies to open a free COVID-19 testing site on the school’s campus in Dallas. The testing site is part of Paul Quinn’s “Safe for My City” campaign that also features a protective face mask and food giveaway. Walk-up testing has been extended to every Saturday.

Kroger Health Flu Vaccination Event September 26th 

Kroger Health, the healthcare division of The Kroger Co. (NYSE: KR), Dallas
County Health & Human Services (DCHHS), and American Airlines Center announce partnership as part of comprehensive flu shot program designed to help the Dallas community get their recommended vaccines amidst the COVID-19 pandemic.

National Suicide Prevention Lifeline

Understanding Mail-In Voting in the US

The ongoing COVID-19 pandemic has challenged traditional ways of doing things. Requests for absentee ballots have increased across the country, however, mail-in-ballot policies differ per state.

Texas Reopening Plan

Some businesses in Texas can now open further. Gyms, manufacturing facilities, museums, libraries, offices, restaurants and retail businesses can now open up to 75% capacity, if the business is located in a hospital service area with low COVID-19 hospitalization rates.

Cases Decline in Texas

Texas hospitalizations and daily new coronavirus cases continue to decline from July’s record highs! The Texas Department of State Health Services announced on Sept. 14 that they are changing the way they calculate the “positivity rate”— the percentage of positive tests results to tests conducted— to take into account the date the test was administered.

Virtual Ways to Celebrate Hispanic Heritage Month 2020

Hispanic Heritage Month is celebrated from September 15 through October 15, and this year the celebrations are going virtual. Hispanic Heritage Month marks an opportunity for individuals, communities, and jurisdictions to celebrate the achievements of the Hispanic-American community in the United States.

Cara Mia Theatre Free Programs for the Family

The Cara Mia Theatre has invited students for a FREE Visual Arts workshop for 1st-12th grade students. Students from around the United States are invited to participate! Limited registration is available! Local DFW families may pick up supplies at the Grand Prairie Public Library. Supply list for students outside of DFW will be provided. Class will be taught over zoom by Cara Mía Theatre's company member Frida Espinosa Muller.

Dallas Volunteer Attorney Program

DVAP is a nonprofit organization that provides free civil legal services to low-income residents in Dallas County.  Eligibility for their services is generally based upon your income, assets, and type of legal matter you have.

DIA Mobile Learning Lab

The Dallas Innovation Alliance along with community partner converted a retired school bus into a large-scale mobile hotspot. September programming will include homework help and tutoring, along with more enrichment opportunities.

Dallas Computer Drive-Thru

TXU Energy and WFAA have made it possible to distribute 250 devices to elementary, middle, and high school students in Dallas. To qualify families must have at least one elementary, middle, or high school student, reside within the City of Dallas, and be without access to a working computer at home. (Devices provided by the school should not be counted, as they are not owned by the family).

Dallas Parks and Recreation Virtual Learning Hubs

Dallas Parks and Recreation is offering Virtual Learning Hubs (VLH) for students in 1st - 6th grades at 33 recreation centers. VLHs will meet M-F from 7:30a-5:30p. Space is limited so visit your local center & register today!

Northwest Community Center

The Northwest Community Center offers refugees in Vickery Meadow job readiness training to help individuals to learn about the American job market to approach their first job with confidence. The class also has some financial literacy components to introduce individuals to information related to banking and budgeting. Because of COVID-19, this training is currently only offered online.

Workforce Solutions of Greater Dallas has created a Job Search Engine that allows residents to search for jobs based on industry and keywords. They have compiled various open job positions for individuals to search through and apply online.

Harmony Food Pantry

The Harmony CDC's Client-Choice Food Pantry provides healthy, nutritionally balanced and quality food to individuals and families in need.  Their focus is to ensure that people are provided meals needed and nutritional facts for ongoing support.

Catholic Charities Food Pantry

Dallas Catholic Charities Food Service Program is composed of 7 brick and mortar pantries that distribute and deliver dry, nonperishable food items to our clients and 2 mobile food truck pantries.

Crossroads Community Services

The Crossroads Community Services food pantry remains open during the COVID-19 outbreak. Clients can visit Crossroads’ Pantry once a month and are able to choose the food that they receive. On average a family of four receives 100 pounds of groceries when they visit Crossroads pantry.

Meals on Wheels operates in virtually every community in America through their network of more than 5,000 independently run local programs. Meals on Wheels provides a nutritious meal, companionship and a watchful eye on the health and safety of our seniors. For those who have trouble getting around, they bring the service to you.

USDA Meals for Kids Site Finder

To slow the spread of the new coronavirus (COVID-19), many schools have closed unexpectedly. To ensure that children who rely on free or reduced-price meals at school are able to get the nutrition they need, USDA is working with states to continue providing meals to students.

Dallas ISD Curbside Meals

Food & Child Nutrition Services is committed to offering meal service at no cost while Dallas ISD provides distance learning. Meals are available to all registered Dallas ISD students through the age of 18, and 19- year-olds who turn 19 during the current school year (on or after the first day of school), and to students with disabilities without regard to age.

The North Texas Behavioral Health Authority is offering a 24/7 support line for those in our community experiencing stress and anxiety related to the current state of emergency.

Senior Program Division presents Fitness in the Park. Classes include Yoga, Zumba, Chula Hoops, & Chair Dance Fitness. Masks are required & social distance guidelines will be followed and space is limited!

City of Dallas CARES ACT Rent Relief Program

The Emergency Rent Assistance program, funded by the CARES Act, is a federally funded initiative designed to help low-income households and persons who have been adversely impacted by COVID-19 through the loss of their employment income or who sustained a reduction in income and are delinquent in paying rent. DHA, Housing Solutions for North Texas (DHA) has been designated to help facilitate the distribution of rent relief funds by the City of Dallas.

Hello Alice helps businesses launch and grow. A free, predictive technology, Hello Alice guides business owners by providing access to funding, networks and services. Hello Alice is offering $10,000 grants to small businesses impacted by COVID-19. In addition to funding, grant recipients will receive ongoing support from the Hello Alice community.
