Message from the City Manager and Chief of Equity and Inclusion

Dear residents of Dallas,

October is officially upon us and with it comes the beginning of Filipino American History Month. Filipino Americans are the second largest Asian American group in the United States. We recognize their achievements and accomplishments as they have shaped the course of American history.

According to UTSA, the first Filipinos in Texas were said to be sailors who landed in Mexico and the southern coast of the United States. The end of the Spanish-American War in 1898 led to the mass migration of Filipinos to the U.S. Subsequently, the first Filipino, Francisco Flores, is said to have settled in Port Isabel, Texas as a fisherman and raised his family in coastal Texas.

With the influx of Filipino immigrants came their rich culture and traditions. The passing down of language, cuisine, and art has strengthened and invigorated the roots that Filipinos have cemented in America. Additionally, during these times of hardship it’s important to recognize the importance of Filipinos nurses that makeup a sizable portion of caregivers in the US. Approximately 150,000 Filipino nurses risk their lives and those of their families to be at the frontlines of this pandemic that has affected the entire country.

The best way to show our appreciation for our Filipino brothers and sisters is to take COVID-19 precautions seriously and recognize their achievements in our local communities.

Additionally, we would like to recognize the upcoming October 12 as the second anniversary of Indigenous People's Day in Dallas. In 2019, Dallas City Council recognized the second Monday in October as Indigenous People's Day to honor the long-standing history and achievements of Indigenous People in our community. This is the first step in recognizing the land we stand on that was stewarded by Indigenous People.

Finally, we need you to #StayOnGuard against COVID-19. Look out for yourself, your loved ones, your neighbors, and your community by taking precautions.

Dallas Community Based Testing Sites

Criteria for testing sites is as follows:

  • Persons with symptoms of potential COVID-19 infection, including fever, cough, shortness of breath, chills, muscle pain, new loss of taste or smell, vomiting or diarrhea, and/or sore throat; OR
  • Anyone 65-years-old or older, OR
  • Anyone with chronic health issues (diabetes, asthma, heart issues, etc.); OR
  • If your employer was open during the Dallas County Safer at Home Order, you can get tested even if you don't have symptoms. For a full list of CISA employees available to get tested click here
  • Persons with symptoms who have been actively engaged in large group settings, such as public gatherings or congregations of people, within the past fifteen (15) days

The community-based testing sites operate Monday through Saturday with varying times:

  • Eastfield College, 3737 Motley Dr, Mesquite, TX 75150
    • Beginning 08/31 hours are 7:30 a.m. to 4 p.m. from Monday through Thursday
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Ellis Davis Field House, 9191 S Polk St. Dallas, Texas 75232
    • 7:30 a.m. to 4 p.m. (or until testing limit is reached) 
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Mountain View College, 4849 W. Illinois Avenue Dallas, Texas 75211
    • This site will operate from 8 a.m. to 2p.m.
    • No residency or ID requirements

Requirements (Eastfield & Ellis Davis): If you meet the criteria for COVID-19 testing, please do not delay acting. Any photo ID is sufficient including a recreation center ID, a Student ID, an ID with your name and photo. It does not need to be a government-issued ID.

The City has expanded COVID-19 testing to provide mobile testing to residents in underserved communities without transportation. Eligible residents may schedule appointments between:

  • 9 a.m. and 9 p.m., 7 days a week by calling the UrgentCare2GO screening line at 1-888-601 0568.

There are now various drive-thru COVID-19 testing sites sponsored by the State of Texas, to find a location near you visit Texas Department of State Health Services webpage and enter your zip code.


Walk Up Locations

Walk-up locations are open Monday to Saturday, 7:30 a.m. to 4:00 p.m., or until testing limit is reached. No appointment required. Must be a Dallas city or county resident. Address verification required (utility bill or library card).

Parkland Testing Sites

Parkland Hospital has opened four community-based clinics open 9 a.m. to 4 p.m. by appointment only for current Parkland patients who meet the medically necessary criteria. Patients can call the COVID-19 patient line at (214) 590-8060 Monday through Friday from 9 a.m. to 4 p.m. or visit www.parklandhospital.com/COVID19testing

Additional Testing Sites

  • Walgreens, no-cost drive-thru testing site:
    • 2060 S. Buckner Blvd, Dallas, TX,
    • Hours of Operation: Open from 9:00 am - 5:00 pm, seven days a week.
    • Requirements: Residents must complete a screening survey to determine if they qualify for a test.

  • Walmart no-cost drive-thru testing site is administering COVID-19 tests at four locations:
    • Locations:
      • 15757 Coit Rd., Dallas, TX 75248
      • Belt Line Rd., DeSoto, TX 75115
      • N Garland Ave., Garland, TX 75040
      • Lakeview Pkwy., Rowlett, TX 75088
    • Hours of Operation: Monday, Wednesday, Friday from 7 am to 9pm.
    • Requirements: Residents who are interested must take a pre-screening test to see if it is necessary. Once they qualify the resident will make an appointment to get tested

  • CVS has opened up four new no-cost, drive thru COVID-19 locations in the North Texas region:
    • Locations: To find a location near you click here, and enter both your ZIP code and distance from your home to find a testing location near you. 
    • Hours of Operation: Patients must schedule an appointment for a COVID-19 test.
    • Requirements: More information about CVS Health and their testing sites can be found at their COVID-19 resource center.

Census 2020

The US Census Bureau will continue counting individuals for the 2020 census through October 31st. Dallas County has a self-response rate of 63.5%, encourage your friends and family members to self-respond! Census results affect your community everyday.

Become a Poll Worker

Dallas County is in need of poll workers! The basic responsibilities of Election Day workers include greeting and assisting each voter as they come into the polling place as well as verifying the eligibility of potential voters and assisting the Election Judge on all Election Day duties as assigned. Dallas' Office of Welcoming Communities and Immigrant Affairs have launched an online resource hub with free and low-cost resources for all residents impacted by COVID-19.

Vital Impact

Vital Impact is committed to improving the educational, social, and economic livelihood of the community. The "U-Can Family Learning Program" is designed to improve the literacy and life skills of all individuals who participate in the program and is designed to for children grades K-6, Teens and Adults.

The Dallas Innovation Alliance along with community partner converted a retired school bus into a large-scale mobile hotspot. September programming will include homework help and tutoring, along with more enrichment opportunities.

Say Yes to Dallas

Say Yes to Dallas and the Dallas Regional Chamber, with partners across North Texas, are connecting workers displaced by the COVID-19 outbreak. Several organizations are hiring large numbers of employees.

Workforce Solutions Greater Dallas

Workforce Solutions of Greater Dallas has created a Job Search Engine that allows residents to search for jobs based on industry and keywords. They have compiled various open job positions for individuals to search through and apply online.

Get Shift Done

Get Shift Done is a relief fund and initiative launched in North Texas to address both affected service workers who have lost their paychecks and immediate support for the demand of the non-profits, especially with respect to hunger relief. We are using the Shiftsmart platform to connect the volunteers, supporters and non-profits to deliver these essential functions all while providing basic incomes and food security for affected children and families.

Vital Impact Food Assistance

Vision Food Share (VFS) and Vision Food Pantry working together to provide temporary food assistance for families. This program works in partnership with grocery store providers and Produce companies, we will offer groceries purchased in bulk form for the benefit of individuals on fixed income, senior adults, single families and families in the church and community at a minimal cost to assist them economically.

The Salvation Army

The Salvation Army is committed to helping provide meals to families across North Texas during this crisis. They have 13 locations across the metroplex ranging from mobile food pantries and service centers.

The North Texas Food Bank

The North Texas Food Bank has launched a food bank locator with fellow partner agencies to help Texans find food banks near them. Visit the locator and enter your zip code for a food bank near you.

USDA Meals for Kids Site Finder

To slow the spread of the new coronavirus (COVID-19), many schools have closed unexpectedly. To ensure that children who rely on free or reduced-price meals at school are able to get the nutrition they need, USDA is working with states to continue providing meals to students.

Dallas ISD Curbside Meals

Food & Child Nutrition Services is committed to offering meal service at no cost while Dallas ISD provides distance learning. Meals are available to all registered Dallas ISD students through the age of 18, and 19- year-olds who turn 19 during the current school year (on or after the first day of school), and to students with disabilities without regard to age.

CDC

CDC Eviction Moratorium

The CDC has issued a temporary halt in evictions. To receive protection under this order residential tenants must provide their landlord with a declaration.

City of Dallas Home Improvement and Preservation Program (HIPP) 

The Department of Housing & Neighborhood Revitalization strengthens families and neighborhoods to cultivate a diverse and economically inclusive City by creating and preserving safe, affordable housing and mitigating community member displacement.  HIPP offers two programs: Major Rehab and Housing Reconstruction.

City of Dallas CARES ACT Rent Relief Program

The Emergency Rent Assistance program, funded by the CARES Act, is a federally funded initiative designed to help low-income households and persons who have been adversely impacted by COVID-19 through the loss of their employment income or who sustained a reduction in income and are delinquent in paying rent. DHA, Housing Solutions for North Texas (DHA) has been designated to help facilitate the distribution of rent relief funds by the City of Dallas.

The United Way of Dallas has created a Dallas Rental Assistance Collaborative is here to lend a hand. Each of the Dallas Rental Assistance Collaborative partners have links to their requirements and pre-screen applications below. Wells Fargo Open for Business Fund

The Open for Business Fund is awarding approximately $50 million in grants to nonprofits that provide small business technical assistance programs and services.

Broadening Urban Investment to Leverage Dallas (B.U.I.L.D.) helps you find the resources you need to grow your startup, small business or nonprofit venture.

Dallas B.R.A.I.N.

The Dallas Business Resource and Information Network is a partnership between the City of Dallas Office of Economic Development and the Dallas Public Library. The Dallas B.R.A.I.N. promotes entrepreneurial literacy and business development for new and existing businesses in Dallas. It provides entrepreneurs with free access to quality training, workshops, counseling, networking, promotion, and meeting space.

Small Business Revolving Loan Program

The CDBG Revolving Loan Fund Program is used to make loans to businesses within the Dallas city limits that will add jobs through expansion, relocation or growth or, retain jobs that might be lost.

Google Support for Small- and Medium-Sized Businesses (SMBs)

Google is supporting small- and medium-sized businesses around the world that have been impacted by COVID-19. They are doing this in a variety of ways, from providing access to capital, Google ad credits, and more.

Hello Alice COVID-19 Resources

Hello Alice helps businesses launch and grow. A free, predictive technology, Hello Alice guides business owners by providing access to funding, networks and services. Hello Alice is offering $10,000 grants to small businesses impacted by COVID-19. In addition to funding, grant recipients will receive ongoing support from the Hello Alice community.

Revive Dallas Small Business Relief Fund

The Dallas Entrepreneurship Center Network (DEC), in collaboration with LiftFund and the private business community, has launched the Revive Dallas Small Business Relief Fund to support local small businesses in jeopardy due to COVID-19. Zero percent (0%) loans up to $25,000 will be provided and will be combined with other non-monetary resources. A priority has been placed on providing funding to minority- and women-owned small businesses.

Verizon Small Business Recovery Fund

In partnership with Local Initiatives Support Corporation (LISC), Verizon is investing $2.5 million for grants of up to $10,000 to entrepreneurs impacted by COVID-19, especially entrepreneurs of color, women-owned businesses and others in historically underserved communities who don't have access to flexible, affordable funding.
