Message from the City Manager and Chief of Equity and Inclusion

Dear residents of Dallas,

It is vital now more than ever as children have returned to school and the state continues opening to #StayonGuard.

#StayonGuard is a public awareness campaign developed by the City of Dallas to engage residents, community leaders, and organizations to slow the spread of COVID-19 throughout our communities. We must #StayonGuard when at home, work, and school. Protecting ourselves, wearing our masks, and maintaining a safe distance are strategies we must continue implementing to protect our loved ones.

We encourage everyone to join us on this city-wide initiative. Create your own PSA and share it on Twitter, Instagram, and Facebook with the #StayonGuard. Get creative and have fun with your family at home! To access the different social media tools and graphics, please click here

Additionally, early voting is upon us! This year and every year it is critical to put our vote to use and advocate for the issues closes to us and our communities. We have gathered resources below varying from transportation to voting assistance. Explore the resources available to ensure that your experience is smooth from beginning to end. Continue implementing COVID-19 safety measures at the polling locations to ensure that we can all carry out our democratic duties safely and efficiently.

Dallas Community Based Testing Sites

Criteria for testing sites is as follows:

  • Persons with symptoms of potential COVID-19 infection, including fever, cough, shortness of breath, chills, muscle pain, new loss of taste or smell, vomiting or diarrhea, and/or sore throat; OR
  • Anyone 65-years-old or older, OR
  • Anyone with chronic health issues (diabetes, asthma, heart issues, etc.); OR
  • If your employer was open during the Dallas County Safer at Home Order, you can get tested even if you don't have symptoms. For a full list of CISA employees available to get tested click here
  • Persons with symptoms who have been actively engaged in large group settings, such as public gatherings or congregations of people, within the past fifteen (15) days

The community-based testing sites operate Monday through Saturday with varying times:

  • Eastfield College, 3737 Motley Dr, Mesquite, TX 75150
    • Beginning 08/31 hours are 7:30 a.m. to 4 p.m. from Monday through Thursday
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Ellis Davis Field House, 9191 S Polk St. Dallas, Texas 75232
    • 7:30 a.m. to 4 p.m. (or until testing limit is reached) 
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Mountain View College, 4849 W. Illinois Avenue Dallas, Texas 75211
    • This site will operate from 8 a.m. to 2p.m.
    • No residency or ID requirements

Requirements (Eastfield & Ellis Davis): If you meet the criteria for COVID-19 testing, please do not delay acting. Any photo ID is sufficient including a recreation center ID, a Student ID, an ID with your name and photo. It does not need to be a government-issued ID.

The City has expanded COVID-19 testing to provide mobile testing to residents in underserved communities without transportation. Eligible residents may schedule appointments between:

  • 9 a.m. and 9 p.m., 7 days a week by calling the UrgentCare2GO screening line at 1-888-601 0568.

There are now various drive-thru COVID-19 testing sites sponsored by the State of Texas, to find a location near you visit Texas Department of State Health Services webpage and enter your zip code.


Walk Up Locations

Walk-up locations are open Monday to Saturday, 7:30 a.m. to 4:00 p.m., or until testing limit is reached. No appointment required. Must be a Dallas city or county resident. Address verification required (utility bill or library card).

Parkland Testing Sites

Parkland Hospital has opened four community-based clinics open 9 a.m. to 4 p.m. by appointment only for current Parkland patients who meet the medically necessary criteria. Patients can call the COVID-19 patient line at (214) 590-8060 Monday through Friday from 9 a.m. to 4 p.m. or visit www.parklandhospital.com/COVID19testing

Additional Testing Sites

  • Walgreens, no-cost drive-thru testing site:
    • 2060 S. Buckner Blvd, Dallas, TX,
    • Hours of Operation: Open from 9:00 am - 5:00 pm, seven days a week.
    • Requirements: Residents must complete a screening survey to determine if they qualify for a test.

  • Walmart no-cost drive-thru testing site is administering COVID-19 tests at four locations:
    • Locations:
      • 15757 Coit Rd., Dallas, TX 75248
      • Belt Line Rd., DeSoto, TX 75115
      • N Garland Ave., Garland, TX 75040
      • Lakeview Pkwy., Rowlett, TX 75088
    • Hours of Operation: Monday, Wednesday, Friday from 7 am to 9pm.
    • Requirements: Residents who are interested must take a pre-screening test to see if it is necessary. Once they qualify the resident will make an appointment to get tested

  • CVS has opened up four new no-cost, drive thru COVID-19 locations in the North Texas region:
    • Locations: To find a location near you click here, and enter both your ZIP code and distance from your home to find a testing location near you. 
    • Hours of Operation: Patients must schedule an appointment for a COVID-19 test.
    • Requirements: More information about CVS Health and their testing sites can be found at their COVID-19 resource center.

As the number of cases of COVID-19 increases, so does the associated anxiety. For the general public, the mental health effects of COVID-19 are as essential to address as are the physical health effects. Early Voting in Texas

We know your busy schedule may make it difficult to get to the polls. In Dallas, there are 37 full-time early voting locations in libraries, schools, churches, city halls, and recreation centers throughout the county. Polling locations may vary from election to election and will be posted before each election. So whether you are rushing to or from work, school, or life activities, please take a minute to stop by and cast your vote!

COVID-19 State Update

Texans #StayonGuard! The average new cases have increased compared to September’s plateau, additionally hospitalizations have also increased. However, the average number of deaths reporter has decreased.

Texas HHS Mental Health & Substance Use Resources

The Texas Health and Human Services has compiled COVID-19 IDD and Behavioral Health resources for Texans experiencing anxiety, stress, or emotional changes due to the pandemic. There are resources for children, families, and people with disabilities. Do not hesitate to reach out and receive help.

Texas HHS Breast & Cervical Cancer Services

The Breast and Cervical Cancer Services program helps fund clinics across the state to give quality, low-cost and accessible breast and cervical cancer screening and diagnostic services to women. Eligible clients receive these services for free. Regular screening tests might find pre-cancer or cancers early when treatment is likely to work best.

Filipino-American, Indigenous, and Hispanic Literature

Octobers marks the celebration of many communities across the country! During these times, physical celebration had to be halted to ensure everybody’s safety, but this doesn’t mean that we can’t have celebrations in our individual households with our family members. Emma Lazarus Resilience Fund 

The City of Dallas Office of Welcoming Communities and Immigrant Affairs (WCIA) partnered with the Open Society Foundations (OSF) and Communities Foundation of Texas (CFT) to select 16 nonprofit organizations to receive funding from the Emma Lazarus Resilience Fund. The fund provides community organizations with funding to provide direct financial assistance to immigrant and refugee individuals or families impacted by COVID-19.  

United Way Dallas Live United Movement

United Way Dallas invite you to join their Live United Movement and sign on to their Aspire United 2030 community goals. These initiatives have been created through a collaboration with a broad spectrum of community partners with the intention of developing a set of 10-year goals to drive transformative change and advance racial equity in multiple areas of North Texas.

Education Resources

United Way Dallas Education Resources

Education opens doors, broadens horizons and sets kids up for success. Along with health and income, it’s one of the building blocks of opportunity. The Strong Start Initiative provides families with children ages 0-8 access to free programs that promote safe and healthy environments, kindergarten readiness and early childhood literacy.

DIA Mobile Learning Lab

The Dallas Innovation Alliance along with community partner converted a retired school bus into a large-scale mobile hotspot. September programming will include homework help and tutoring, along with more enrichment opportunities.

Undesign the Red Line

Undesign the Redline is a national traveling art and design exhibit that explores the history of redlining, systemic racism and the future of undoing structural inequities. The exhibit was co-created by designing the WE, a for-benefit design studio based in New York and a diverse Dallas-based community advisory board who localized the exhibit through powerful narratives of their own experiences. There will be a tour today, October 22 at 7:30pm, register below!

Employment Resources

Northwest Community Center

The Northwest Community Center offers refugees in Vickery Meadow job readiness training to help individuals to learn about the American job market to approach their first job with confidence. The class also has some financial literacy components to introduce individuals to information related to banking and budgeting. Because of COVID-19, this training is currently only offered online.

Workforce Solutions Greater Dallas

Workforce Solutions of Greater Dallas has created a Job Search Engine that allows residents to search for jobs based on industry and keywords. They have compiled various open job positions for individuals to search through and apply online.

Get Shift Done

Get Shift Done is a relief fund and initiative launched in North Texas to address both affected service workers who have lost their paychecks and immediate support for the demand of the non-profits, especially with respect to hunger relief. We are using the Shiftsmart platform to connect the volunteers, supporters and non-profits to deliver these essential functions all while providing basic incomes and food security for affected children and families.

Food Resources

North Texas Food Bank

The North Texas Food Bank has launched a food bank locator with fellow partner agencies to help Texans find food banks near them. Visit the locator and enter your zip code for a food bank near you.

  • The North Texas Food Bank has a Supplemental Nutrition Assistance Program (SNAP) assistance program run by the Social Services Assistance Navigators. This program will help residents fill out and complete their SNAP applications. For more information email snap@ntfb.org.

Metrocrest Services

Metrocrest Services provides a wide range of emergency aid, financial assistance, and services to support independent living for individuals, families and seniors.  They serve individuals living in:

  • Carrollton
  • Farmers Branch
  • Addison
  • Coppell
  • the city of Dallas in Denton County

During your scheduled appointment one of our case managers will conduct a confidential interview to determine level of need and eligibility for services.

Minnie’s Food Pantry 

This non-profit organization provides healthy meals, educational resources and red-carpet treatment to every person that they serve. For many, Minnie’s Food Pantry is the first line of defense so a person can have a meal. They are proud to serve every zip code and all those in need, regardless of geographic boundaries, gender, race or religion.

The Texas Department of Agriculture has linked a school meal finder on their website in order to allow families to find the closest healthy, no-cost meals for your students.

Dallas Independent School District

The Dallas Independent School District in association with School Leadership, Food & Child Nutrition Services is committed to offering meal service at no cost while Dallas ISD remains closed. Meal service will continue through the summer break. Meals will be served at strategic locations throughout the district.

Northeast Division Kids Health & Safety Fair

Northeast Division of the Dallas Police Department Kids Health & Safety Fair will be taking place Saturday, November 14, 2020 from 10:00am-1:00pm at Lake Highlands High School 9449 Church Road. The fair will be a drive thru event with 5 to 6 stations.

Domestic Violence Awareness

Domestic Violence affects individuals in every community, regardless of age, economic status, sexual orientation, gender, race, religion or nationality. You are not alone; help is available. Domestic Violence includes physical violence, sexual violence, psychological violence and emotional abuse. Violence in relationships is never ok. Speak with someone to understand the signs of abuse.

City of Dallas CARES ACT Rent Relief Program

The Emergency Rent Assistance program, funded by the CARES Act, is a federally funded initiative designed to help low-income households and persons who have been adversely impacted by COVID-19 through the loss of their employment income or who sustained a reduction in income and are delinquent in paying rent. DHA, Housing Solutions for North Texas (DHA) has been designated to help facilitate the distribution of rent relief funds by the City of Dallas.

The CDC has issued a temporary halt in evictions. To receive protection under this order residential tenants must provide their landlord with a declaration.

A partnership between fintech company SizeUp and the City of Dallas Office of Economic Development, SizeUp Dallas is a tool that enables small- and medium-sized business to access industry-specific, localized information. Dallas B.R.A.I.N.

The Dallas Business Resource and Information Network is a partnership between the City of Dallas Office of Economic Development and the Dallas Public Library. The Dallas B.R.A.I.N. promotes entrepreneurial literacy and business development for new and existing businesses in Dallas. It provides entrepreneurs with free access to quality training, workshops, counseling, networking, promotion, and meeting space.

Small Business Revolving Loan Program

The CDBG Revolving Loan Fund Program is used to make loans to businesses within the Dallas city limits that will add jobs through expansion, relocation or growth or, retain jobs that might be lost.

Revive Dallas Small Business Relief Fund

The Dallas Entrepreneurship Center Network (DEC), in collaboration with LiftFund and the private business community, has launched the Revive Dallas Small Business Relief Fund to support local small businesses in jeopardy due to COVID-19. Zero percent (0%) loans up to $25,000 will be provided and will be combined with other non-monetary resources. A priority has been placed on providing funding to minority- and women-owned small businesses.
