Message from the City Manager and Chief of Equity and Inclusion

Dear Residents of Dallas,

Our exploration of Dallas continues as we learn about the history of Asian American communities in Dallas and their amazing localities all over the metroplex. According to the Greater Dallas Asian American Chamber of Commerce, there are more than 300,000 Asian Americans living in Dallas and North Texas.

According to the Texas Almanac, initially, immigrants in the early 1900s were mostly Punjabi Sikhs looking for agricultural work and traveled throughout Latin America and into Texas. Subsequently, the Act of 1917 capped immigration from the “Asiatic barred zone” at 2,000 people annually. In 1946, the Luce-Celler Act allowed 100 Filipinos and 100 Asian Indian into the US per year. This act allowed them to become eligible for naturalization and citizenship. The Asian communities in Dallas and the United States alike continued to grow as policy was adopted removing the quota system that barred immigration based on country of origin. Consequently, throughout the 70s Southeast Asian refugees began arriving in the US escaping from hardships as policies began to be enacted to aid the ongoing refugee crisis. Many Vietnamese refugees resettled in Texas in search of economic freedom and found opportunities in big cities, such as Dallas, where there were established networks ready to lend a hand. 

Now the Dallas area has more than 100 Korean churches, 40 Chinese Churches, over 25 mosques, 14 Buddhist Centers, and 4 Hindu temples that encompass the diversity and prosperity of the Asian American community in our very backyards. Art collections, food festivals, museums, and trade markets decorate every corner of our city and allow us to learn about the traditions of Asian Americans. The history of Asian immigration is a direct example of the important role that civic engagement and participation play in shaping our cities today. Our voting power in the booth allows us to advocate for the needs and wants of our communities. Thank you to everyone who makes our democracy work! Canvassing, phone banking, volunteering, and voting are critical to ensure that every resident has the opportunity to make their voice heard at the polls.

Dallas Community Based Testing Sites

Criteria for testing sites is as follows:

  • Persons with symptoms of potential COVID-19 infection, including fever, cough, shortness of breath, chills, muscle pain, new loss of taste or smell, vomiting or diarrhea, and/or sore throat; OR
  • Anyone 65-years-old or older, OR
  • Anyone with chronic health issues (diabetes, asthma, heart issues, etc.); OR
  • If your employer was open during the Dallas County Safer at Home Order, you can get tested even if you don't have symptoms. For a full list of CISA employees available to get tested click here
  • Persons with symptoms who have been actively engaged in large group settings, such as public gatherings or congregations of people, within the past fifteen (15) days

The community-based testing sites operate Monday through Saturday with varying times:

  • Eastfield College, 3737 Motley Dr, Mesquite, TX 75150
    • Beginning 08/31 hours are 7:30 a.m. to 4 p.m. from Monday through Thursday
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Ellis Davis Field House, 9191 S Polk St. Dallas, Texas 75232
    • 7:30 a.m. to 4 p.m. (or until testing limit is reached) 
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Mountain View College, 4849 W. Illinois Avenue Dallas, Texas 75211
    • This site will operate from 8 a.m. to 2p.m.
    • No residency or ID requirements

Requirements (Eastfield & Ellis Davis): If you meet the criteria for COVID-19 testing, please do not delay acting. Any photo ID is sufficient including a recreation center ID, a Student ID, an ID with your name and photo. It does not need to be a government-issued ID.

The City has expanded COVID-19 testing to provide mobile testing to residents in underserved communities without transportation. Eligible residents may schedule appointments between:

  • 9 a.m. and 9 p.m., 7 days a week by calling the UrgentCare2GO screening line at 1-888-601 0568.

There are now various drive-thru COVID-19 testing sites sponsored by the State of Texas, to find a location near you visit Texas Department of State Health Services webpage and enter your zip code.


Walk Up Locations

Walk-up locations are open Monday to Saturday, 7:30 a.m. to 4:00 p.m., or until testing limit is reached. No appointment required. Must be a Dallas city or county resident. Address verification required (utility bill or library card).

Parkland Testing Sites

Parkland Hospital has opened four community-based clinics open 9 a.m. to 4 p.m. by appointment only for current Parkland patients who meet the medically necessary criteria. Patients can call the COVID-19 patient line at (214) 590-8060 Monday through Friday from 9 a.m. to 4 p.m. or visit www.parklandhospital.com/COVID19testing

Additional Testing Sites

  • Walgreens, no-cost drive-thru testing site:
    • 2060 S. Buckner Blvd, Dallas, TX,
    • Hours of Operation: Open from 9:00 am - 5:00 pm, seven days a week.
    • Requirements: Residents must complete a screening survey to determine if they qualify for a test.

  • Walmart no-cost drive-thru testing site is administering COVID-19 tests at four locations:
    • Locations:
      • 15757 Coit Rd., Dallas, TX 75248
      • Belt Line Rd., DeSoto, TX 75115
      • N Garland Ave., Garland, TX 75040
      • Lakeview Pkwy., Rowlett, TX 75088
    • Hours of Operation: Monday, Wednesday, Friday from 7 am to 9pm.
    • Requirements: Residents who are interested must take a pre-screening test to see if it is necessary. Once they qualify the resident will make an appointment to get tested

  • CVS has opened up four new no-cost, drive thru COVID-19 locations in the North Texas region:
    • Locations: To find a location near you click here, and enter both your ZIP code and distance from your home to find a testing location near you. 
    • Hours of Operation: Patients must schedule an appointment for a COVID-19 test.
    • Requirements: More information about CVS Health and their testing sites can be found at their COVID-19 resource center.

Learn about the help you can get through the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Learn about government programs to help pay for phone bills, medical bills, and other expenses.

State Information

Flu Vaccine Assistance

Governor Abbott announced that the Texas Department of State Health Services (DSHS) secured a total of 2.8 million doses of flu vaccine to be used for Texas Vaccines for Children Program and the new Adult Influenza Vaccine Initiative. Flu vaccines are taking on an additional level of importance this year so that medical providers can focus on treating COVID-19 patients.

Find information about unemployment benefits in Texas, including eligibility requirements, how to report work and earnings, and appeal procedures. Use the online services to apply for benefits, request payments, view claim and payment status and more.

The Governor’s Office of Small Business Assistance is committed to informing small- and medium-sized enterprises about state and federal incentives and programs. The team serves as a focal point in the state for start-ups, small businesses and Historically Underutilized Businesses. In both urban and rural communities, Texas is an epicenter for business growth and expansion.

Fair Housing

Eviction Moratorium

The Fair Housing Division has been assisting tenants, landlords, and management agencies with securing information related to the Center For Disease Control and Prevention’s Eviction Moratorium – “Temporary Halt in Residential Evictions to Prevent the Further Spread of COVID-19”.   The Order issued by the CDC temporarily halts residential evictions of covered persons for nonpayment of rent from September 4, 2020, through December 31, 2020.  The Fair Housing Division has provided assistance by providing affected tenants and other interested parties with a draft copy of the required Tenant Declaration form.   The Tenant Declaration form must be signed and dated by any tenant facing possible eviction due to non-payment of rent that is a result of COVID-19.  This form must be delivered/presented to the affected tenant’s landlord to secure the stipulated protection.

The Senior Source’s Elder Financial Safety Center and Atmos Energy are partnering to help those age 50+ with their Atmos Energy bills. If you are over 50, live in DFW, and need help paying your Atmos Energy gas bill, have your Atmos Energy account number ready and contact them at the number below.

City of Dallas CARES ACT Rent Relief Program

The Emergency Rent Assistance program, funded by the CARES Act, is a federally funded initiative designed to help low-income households and persons who have been adversely impacted by COVID-19 through the loss of their employment income or who sustained a reduction in income and are delinquent in paying rent. DHA, Housing Solutions for North Texas (DHA) has been designated to help facilitate the distribution of rent relief funds by the City of Dallas.

The City of Dallas is proud to host the 26th Annual Waterwise Landscape Tour and Seminar on Saturday, November 7. It all takes place from 10:30 a.m. to 1:00 p.m. This free and virtual event is meant to inspire. Their agenda is packed with resourceful tips from special speakers, live Q and A's, to virtual garden tours, plus the announcement of the 2020 Landscape Winners!

NTFB Mobile Food Pantry

The NTFB Mobile Food Pantry travels across the metroplex and provides food assistance for families. There is no need to register for Mobile Pantry pick up. Mobile Pantry participants are required to give their name, share their family size, and meet income requirements to receive food. No proof is necessary, the process is a self-declaration.

Soul for Christ Ministry Food Pantry

Soul for Christ Ministry, Inc. gives more than 100,000 meals yearly to individuals including the low-income families, single parents, elderly, mentally ill, and the homeless. They are partnered with the North Texas Food Bank to provide families with food assistance across the DFW metroplex. Applicants must present 2 forms of ID.

Care Center Ministries Thanksgiving Care Boxes

This year’s Thanksgiving COVID-19 Community Response will serve 1,500 community members. Recipients will stay in their vehicle, pop their trunk, and be directed through our parking lot in a drive-thru fashion to receive their ThanksGiving Family CareBox including a Bible. Also, referrals to many other services that can assist during this time.

Inspired Vision Food Pantry

Inspired Vision Compassion Center is determined to keep working in Dallas County to distribute food and essential items to those in need. The center has a food pantry open throughout the week from 9:30am-5:00pm.

Texas Department of Agriculture

The Texas Department of Agriculture has linked a school meal finder on their website in order to allow families to find the closest healthy, no-cost meals for your students.

Dallas Independent School District

The Dallas Independent School District in association with School Leadership, Food & Child Nutrition Services is committed to offering meal service at no cost while Dallas ISD remains closed. Meal service will continue through the summer break. Meals will be served at strategic locations throughout the district.

Dallas Internet Speed Survey

The City and DISD is exploring ways to improve internet service by distributing an internet speed survey to better understand and address the digital divide in our community. This survey and speed test are designed to gather data about the availability and speed of internet service, including to identify locations that lack such service. Respondents are asked to visit https://dallas.speedsurvey.org through their home internet connection to answer a few questions related to their service. Dallas Public Library: Teens Talk IRL

Tackle the tough issues with other teens just like you. Discuss relationships, school, family, and a load of other topics. The Dallas Public Library will have a licensed counselor available for professional insight during discussions. All are welcome and accepted! Worried about being seen? No worries. You have the option to change your name and hide your face.

DCHHS Seasonal Flu Vaccines for Adults

Dallas County Health and Human Services’ (DCHHS) is now offering the seasonal flu vaccine for adults at its central location. Due to COVID-19 health and safety protocols, residents must make an appointment by calling the phone number listed below. The cost of the flu vaccine is $30 and at no charge for residents with Medicare or Medicaid.

NTARUPT: North Texas Alliance to Reduce Unintended Pregnancy in Teens

NTARUPT believes that every young person in our community has the opportunity to set goals, plan an education and a career, and become self-sufficient before becoming a parent. NTARUPT  has an adolescent pregnancy prevention awareness campaign in Dallas, which seeks to normalize conversations about sexual health and provide resources to adolescents, parents, and the general public to raise awareness and reduce the rate of teen pregnancy.

Small Business Support

SCORE Startup Resources

Small businesses make up 99.9 percent of all United States businesses, according to the SBA with 30.2 million small businesses in operation in 2018. If you want to be someone who owns one of those small businesses, you need to set yourself up for success during the startup phase. The best way to do that is to use the resources available to you, many of which can be found for free online.

A partnership between fintech company SizeUp and the City of Dallas Office of Economic Development, SizeUp Dallas is a tool that enables small- and medium-sized business to access industry-specific, localized information. This information can help business owners make smarter business decisions as they recover from the impact of COVID-19.

Dallas B.R.A.I.N.

The Dallas Business Resource and Information Network is a partnership between the City of Dallas Office of Economic Development and the Dallas Public Library. The Dallas B.R.A.I.N. promotes entrepreneurial literacy and business development for new and existing businesses in Dallas. It provides entrepreneurs with free access to quality training, workshops, counseling, networking, promotion, and meeting space.

The CDBG Revolving Loan Fund Program is used to make loans to businesses within the Dallas city limits that will add jobs through expansion, relocation or growth or, retain jobs that might be lost.

Asian Chamber of Texas Women's Business Conference

The Asian Chamber of Texas is hosting a Women's Business Conference that will talk about issues that impact women in sectors like STEAM, Non-Profit and Civic/ Corporate leadership. Knowledge is power! They will have keynote speaker Dean Stephanie G. Adams of the Erik Jonsson School of Engineering and Computer Science at the University of Texas at Dallas followed by great panelists.
